Eoghan Murphy: The Injuries Board cannot provide for legal costs. There are a couple of exceptions. One might be in relation to a serious case. From my interaction with the Injuries Board, I understand that it cannot provide for legal costs. That said-----

Eoghan Murphy: What they have said to me is that the legal element of that part of the process has not fallen away. In 95% of cases that the Injuries Board sees, there is a solicitor involved.

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Minister of State (7 Sep 2016)
Eoghan Murphy: I do not want to come to a definitive conclusion on that but if one looks at the number of cases that fall out of the Injuries Board and enter the courts, one could draw a conclusion that people are not taking the Injuries Board route seriously. They may believe either that they can get a higher award in the courts, or in a settlement, or they may be cognisant of fees that may need to be paid.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Minister of State (7 Sep 2016)
Eoghan Murphy: The Chairman is right when he says we have to look at the levers that we can pull as legislators. I agree that we should not follow fanciful things around technology and telematics in the car industry, although I would be very interested in looking at such matters at a later stage in the work of the working group. We have to look at what we can do immediately. We are looking at the...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Minister of State (7 Sep 2016)
Eoghan Murphy: A number of factors need to be considered in this context so we can improve the Injuries Board. In addition to looking at the legislation that underpins the board, we can look at legislation relating to the provision of legal services, the obtaining of medical tests and the availability of data. For example, we can look at the grading of different types of whiplash. The legislation...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Minister of State (7 Sep 2016)
Eoghan Murphy: The Chair is absolutely right when he expresses fears about people leaving the market and what that might mean. He is also right when he says the Government should come with actions. I will take action. The sooner we can show consensus between the Government and the Opposition parties, the sooner we will send the right signal to the industry and the other players that something is about to...

Eoghan Murphy: I have figures with regard to the way in which companies are operating. According to the figures provided to me, they are booking a loss on their motor insurance books. I have requested data from one insurance company that will also help in terms of identifying the increases. As soon as I have received it, and if it is appropriate to do so, I will share it. In the interim, we will share...
- Seanad: Commencement Matters: Regional Airports (28 Sep 2016)
Eoghan Murphy: I thank Senator Mulherin for raising this important issue and her serious commitment to it over a number of years. There are two distinct elements to her question: funding for regional airports; and the role of the connectivity fund. I will first deal with the regional airports programme which will set the context for an examination of the potential role for the connectivity fund. As the...
- Seanad: Commencement Matters: Regional Airports (28 Sep 2016)
Eoghan Murphy: It is not the case that nothing has been done. In 2016 alone the Department has approved €2 million in grant aid for safety and security investment at Knock airport, which is half of all the capital spending that has gone to the four regional airports this year. Regarding state aid, a case-by-case assessment and approval from the European Commission is needed, and the Department of...
- Seanad: Finance (Certain European Union and Intergovernmental Obligations) Bill 2016: Second Stage (28 Sep 2016)
Eoghan Murphy: I am pleased to present the Finance (Certain European Union and Intergovernmental Obligations) Bill to the House. It should be noted this Bill is very much of a technical nature, designed primarily to address an international obligation arising from the banking union agenda and to allow Ireland fulfil its obligations under the criminal sanctions for market abuse directive. The basis for...

- Seanad: Finance (Certain European Union and Intergovernmental Obligations) Bill 2016: Second Stage (28 Sep 2016)
Eoghan Murphy: In this regard, it should be noted that Ireland's key is 3.3% of the €55 billion which equates to €1.815 billion. During the negotiation of the loan facility agreement, two issues emerged, namely, whether it should be possible to pay a credit line in tranches than all at once and whether national approval was required to pay a credit line to the Single Resolution Board. If...
