Phil Hogan: Regarding Deputy Stanley's amendment, I gave an undertaking at the committee in good faith, which I thought everybody was happy with, that I would publish the regulations as soon as the legislation is enacted, that they would have to be approved by the House and that I would put out those regulations for public consultation for a period of four weeks. I thought that was very reasonable.
