Shane Ross: With the Central Bank, one constantly hits a brick wall. While we can understand the commercial sensitivities, there is a culture of secrecy. We can never get to the bottom of the procedures or how they follow them up.

Shane Ross: The document I have in front of me is headed "Expenditure Incurred by the Office of the President". It strikes me that Deloitte, because it was not independent, should not have been tasked with producing that report.
