Seanad: Address to Seanad Éireann by Ms Phil Prendergast, MEP. (13 Feb 2013)

Marie Moloney: Senator Ó Clochartaigh missed out on his spokesperson's two minutes so I will allow him two minutes to address Ms Prendergast. All other Senators will have one minute for questions.

Seanad: Address to Seanad Éireann by Ms Phil Prendergast, MEP. (13 Feb 2013)

Marie Moloney: Three Members have still to pose questions. Does Ms Prendergast wish to respond individually or will we take questions from the remaining speakers?

Seanad: Child Care (Amendment) Bill 2013: Second and Subsequent Stages (13 Feb 2013)

Marie Moloney: I welcome the Minister to the House. I will not regurgitate what previous speakers said because they have laid out clearly what the Bill entails. As Senator Conway said, we are lucky to have in our midst someone who has fought long and hard for children's rights as a Member, but we are also lucky to have someone at the helm in the Minister who has the same commitment and wants to protect...

Joint Oireachtas Committee on Education and Social Protection: Digital Literacy: Discussion (13 Feb 2013)

Marie Moloney: I welcome the panel. Most of the issues I was going to raise have already been raised, particularly that of disadvantaged schools. I would go a step further and say there are disadvantaged pupils within these areas. We all know it is great and there is no doubt it is the way to go, but one must take into account that some of these students may not have a computer at home or an iPad or...

Joint Oireachtas Committee on Education and Social Protection: Digital Literacy: Discussion (13 Feb 2013)

Marie Moloney: Surely they should go hand in hand. One cannot install something without having a backup service.

Joint Oireachtas Committee on Education and Social Protection: Digital Literacy: Discussion (13 Feb 2013)

Marie Moloney: An IT helpdesk should be established.

Seanad: Medical Practitioners (Amendment) Bill 2012: Second Stage (20 Feb 2013)

Marie Moloney: I welcome the Minister to the Chamber and I thank Senator Colm Burke for introducing this Bill. From speaking to the Senator, I know he has put an amount of work into this Bill. Given the number of malpractice cases, I find it incredible in today's climate that not all medical practitioners have adequate insurance cover. Any medical practitioner operating without adequate insurance is...

Joint Oireachtas Committee on Education and Social Protection: Social Welfare Appeals: Discussion with Department of Social Protection (20 Feb 2013)

Marie Moloney: I shall commence by saying the nice things first. I thank the delegation for attending. I compliment the staff who work in the appeals office. Whenever we ring them they are always informative, courteous, return our calls and inform us what is happening. They are the nice remarks. The witness referred to the waiting and processing times. Unfortunately, the reality on the ground does not...

Joint Oireachtas Committee on Education and Social Protection: Social Welfare Appeals: Discussion with Department of Social Protection (20 Feb 2013)

Marie Moloney: Let me clarify the matter. It is because the supplementary welfare allowance is considered to be a short-term payment. If one had one's primary payment, things would be different.

Joint Oireachtas Committee on Education and Social Protection: Social Welfare Appeals: Discussion with Department of Social Protection (20 Feb 2013)

Marie Moloney: Yes.

Joint Oireachtas Committee on Education and Social Protection: Social Welfare Appeals: Discussion with Department of Social Protection (20 Feb 2013)

Marie Moloney: It is not just in the medical schemes. I particularly referred to the cases where they were not waiting for medical evidence only. If we telephone, we are told they are waiting for the file from the Department. That is the line we get much of the time.

Joint Oireachtas Committee on Education and Social Protection: Social Welfare Appeals: Discussion with Department of Social Protection (20 Feb 2013)

Marie Moloney: I have a question, but I do not necessarily expect an answer now. When the Department gives us a breakdown by county report, can we have some more detail on how many of these cases are medical cases? Within the medical area, the domiciliary care allowance, for example, relates to autism. Can we have a more detailed breakdown, if possible, of the context of the appeals?

Joint Oireachtas Committee on Education and Social Protection: Social Welfare Appeals: Discussion with Department of Social Protection (20 Feb 2013)

Marie Moloney: I am not asking for these details today or tomorrow, but in due course.

Seanad: Report on Child and Family Income Support: Statements (26 Feb 2013)

Marie Moloney: I thank the Minister for coming to the House today with the report, as she promised. As she stated, it requires extensive debate. I am very disappointed over the time allocated for this debate, that is, an hour. Only 20 minutes remain of that hour. However, the report is to be before the Oireachtas committee where I will have time to discuss it in more detail. I hope it will return to...

Seanad: Report on Child and Family Income Support: Statements (26 Feb 2013)

Marie Moloney: I raise that issue because I believe to debate it properly we need to see the overall picture, including the group's overall recommendations and how changes to the family income supplement, qualified child dependant and in respect of child care will impact on families and households. While I welcome the additional 6,000 child care places provided following the reduction last year in child...

Seanad: Report on Child and Family Income Support: Statements (26 Feb 2013)

Marie Moloney: I have previously expressed my doubts about the taxation approach. I believe it would be hard to implement and could, in some cases, be grossly unfair. For example, a couple with three children and a gross household income of ¤50,000 per annum might appear to most people to be fairly well off. However, following tax, PRSI and USC deductions and mortgage payments this might not appear as...

Seanad: Confidence in Minister for Justice and Equality and Defence: Motion (27 Feb 2013)

Marie Moloney: That is not a point of order.

Seanad: Confidence in Minister for Justice and Equality and Defence: Motion (27 Feb 2013)
