Jim Daly: I would like to clarify that in the example I gave I was not excluding businesses. I am very supportive of the introduction of an insurance scheme. The point I was making is that the cost for businesses would have to be calculated differently as they would require greater cover. I was in no way suggesting that there should not be an insurance scheme for businesses.

What is at issue is that people will have to go to a centralised office to have their photograph taken. That requirement immediately eliminates all local photographers who have provided this service for many years....
