Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2022
Vote 5 - Office of the Director of Public Prosecutions (Supplementary)
(30 Nov 2022)

Jack Chambers: Go raibh maith agat, a Chathaoirligh. I thank the committee for making time available to consider my request for a Supplementary Estimate for the office of the Director of Public Prosecutions, DPP. As members are no doubt aware, the key function of the office of the DPP is to provide a prosecution service that is independent, fair and effective to the people of Ireland. While the Taoiseach...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2022
Vote 5 - Office of the Director of Public Prosecutions (Supplementary)
(30 Nov 2022)

Jack Chambers: The changes between 2020 and 2021 are marginal. As the Deputy can see the outturn was 701 in 2020 and 773 in 2021 and the additional superannuation and public service remuneration account for 85% of the appropriations-in-aid figures. It is therefore quite marginal. I am not sure if my officials have any information on the second question. I will revert to the committee on what is being...

There has been a 21% increase in the files received for a decision on whether to prosecute over the past three years and the number of suspects who are the subject of these files has also increased by 22% over the same...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2022
Vote 5 - Office of the Director of Public Prosecutions (Supplementary)
(30 Nov 2022)

Jack Chambers: I am informed there are 260 staff authorised and 244 serving, so the office is nearly at full complement. Obviously, matters related to the Courts Service are for that service and for the Minister for Justice.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2022
Vote 5 - Office of the Director of Public Prosecutions (Supplementary)
(30 Nov 2022)

Jack Chambers: There is a process for seeking expressions of interest and, obviously, there is a board within the DPP which sets out the shortlisting process and the means of outsourcing. It is independent of the Department of the Taoiseach, and the DPP runs it as per its needs according to the shortlisting process and the application process that is set out.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2022
Vote 5 - Office of the Director of Public Prosecutions (Supplementary)
(30 Nov 2022)

Jack Chambers: They can ask the DPP for a summary of reasons for the decision not to prosecute and if they are not satisfied with the reasons, they can ask the DPP to review that decision. Since the coming into effect of the victims directive and the subsequent Criminal Justice (Victims of Crime) Act 2017, victims have the right to a summary of the reasons for the decision not to prosecute in all cases...

Jack Chambers: In line with section 7 of the Prosecution of Offences Act, work is distributed amongst those barristers who have indicated a willingness to act for the office. The director seeks expressions of interest from barristers wishing to be considered for inclusion on the various Dublin panels of barristers. Depending on the number of applications, a shortlisting process may be undertaken prior to...

Select Committee on Tourism, Culture, Arts, Sport And Media: Estimates for Public Services 2022
Vote 35 - Tourism, Culture, Arts, Gaeltacht, Sport and Media (Supplementary)
(23 Nov 2022)

Jack Chambers: Tá áthas orm sonraí a thabhairt faoi €35 milliún breise mar mheastachán forlíontach don chlár spóirt in 2022. Chabhródh an maoiniú seo le costais fhóntais agus mhaireachtála méadaithe a mhaolú do chumainn agus eagraíochtaí spóirt. Tá go leor de na heagraíochtaí seo ag brath ar oibrithe...

Select Committee on Tourism, Culture, Arts, Sport And Media: Estimates for Public Services 2022
Vote 35 - Tourism, Culture, Arts, Gaeltacht, Sport and Media (Supplementary)
(23 Nov 2022)

Jack Chambers: On the Deputy's first point, I agree that we need to ensure sustainability is a key focus in the sports capital investment we make. That is why in the most recent round, the Minister, Deputy Catherine Martin, and I rewarded clubs with sustainable applications. It was part of the scoring criteria, which have since been published. In the most recent round, many clubs changed their...

Select Committee on Tourism, Culture, Arts, Sport And Media: Estimates for Public Services 2022
Vote 35 - Tourism, Culture, Arts, Gaeltacht, Sport and Media (Supplementary)
(23 Nov 2022)

Jack Chambers: We will be flexible in those situations. Sport Ireland will work through that. Cases involving a single club will be more straightforward. For clubs that are local authority based, the local authority gets a separate allocation through the Minister, Deputy Darragh O'Brien. Where facilities are shared, the allocation will be based on the combined demand. The net point is that facilities...

Vote 35 - Tourism, Culture, Arts, Gaeltacht, Sport and Media (Supplementary)
(23 Nov 2022)

Jack Chambers: A portion of the €35 million will be kept aside to deal with certain anomalies that might arise. There will be more complex club or community structures which might not fit within a national governing body, NGB, arrangement. Community pool facilities, for example, may not have any relationship with an NGB. We are keen to ensure those facilities are maintained. The main thing is to...
