Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(20 Jun 2017)

Marc MacSharry: That would preclude Ms Feehily from answering the question, even if she wanted to.

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(20 Jun 2017)

Marc MacSharry: I understand, but it would be a matter of concern. In Ms Feehily's current role, would the Policing Authority take a close view of this matter in terms of muddying the waters on the charitable status for Revenue purposes and the impression that has been left with the committee in terms of the evidence given at recent meetings? It seems to underpin a culture of keeping matters obscure.

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - Garda Síochána - Internal Audit Report on Garda College, Templemore (Resumed)
(20 Jun 2017)

Marc MacSharry: Can I ask that the secretariat make this letter available to the Policing Authority, if it is appropriate, to assist it in its work? Ms Feehily mentioned she had a dialogue with Mr. Kelly, the head of internal audit in the Garda, and he told her that processes were afoot. Did he at any time allude to Ms Feehily that he was not getting the kind of co-operation he required or that there was a...

Marc MacSharry: We are in for more of the same.

Questions on Promised Legislation (21 Jun 2017)

Marc MacSharry: We are in injury time. I wish the Taoiseach the very best of luck in his new role as this is the first opportunity I have had to do so. The programme for Government mentions the issue of catheterisation facilities in Waterford, which came up yesterday. What plans does the Taoiseach have for percutaneous coronary intervention, PCI, for the north west? There is a population of...

Marc MacSharry: In the absence of an Executive in the North, will I contact the Minister in Downing Street to ask about that? Does the Taoiseach have any plans of his own?

Public Accounts Committee: Business of Committee (22 Jun 2017)

Marc MacSharry: I wish to put my view on the public record. We did speak about this matter in private, as other Deputies have said. It is only this morning that I discovered the limited number of staff available to the secretariat by comparison with the number that were available to the banking inquiry. The amount of work they do on our behalf is phenomenal. As Deputy Connolly said, they are coping....

Public Accounts Committee: Business of Committee (22 Jun 2017)

Marc MacSharry: I do.

Public Accounts Committee: Business of Committee (22 Jun 2017)

Marc MacSharry: The letter was provided to us at the meeting the other day. I knew there had been suggestions, somewhere in evidence, that the Garda College may have been seeking charitable status but I did not realise the magnitude of what this could mean. I asked whether there was any correspondence. There was not. During a break, the secretariat approached the CAO, who provided the correspondence,...

Public Accounts Committee: Business of Committee (22 Jun 2017)

Marc MacSharry: In the two or three pages given to us the other day there was an email thread which involved letters between Mr. Culhane, the finance director of the Garda and someone whom I assume to be a partner or senior person at PwC advising on various options that might be available. The PwC view was there was situation in the UK where there may be grounds for seeking charitable status. I imagine...

Public Accounts Committee: Dublin Institute of Technology and Cork Institute of Technology: Financial Statements (22 Jun 2017)

Marc MacSharry: I welcome the delegation. For my few minutes, DIT is off the hook because my focus is on CIT. At the outset, I have a proposal as a new member who was not here the last time CIT was before the committee and there was a possibility to consider some of these matters. With the onset of the election, it was impossible for the previous committee to continue its work and we now only have a...
