Denis O'Donovan: I thank Mr. Cooney for his historic contribution. This is how the debate will follow: each group spokesperson has five minutes to speak and after that we will have questions. If we can confine it to questions rather than repeat welcomes we may be able to get in two people from each group, but we have a strict time finish at 2.30 p.m. First to speak will be Senator O'Reilly.
