Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Mother and Baby Homes Inquiries (27 May 2021)

Thomas Pringle: The Minister is outlining a long-term plan and the actions that will take place. That is welcome and will protect many of the sites. The problem is that many of the sites may be gone by the time that long-term plan is in place. At the moment, every county is renewing its county development plan. Now is the time for the Minister and the Department of Housing, Local Government and Heritage...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Mother and Baby Homes Inquiries (27 May 2021)

Thomas Pringle: I know some local authorities have engaged and have issued apologies and so on. These were the ones mentioned in the report but I do not need to tell the Minister that the report only picked a sample of mother and baby homes while they existed right across the country in every local authority area. That engagement needs to take place to ensure that as much as can be done to protect these...

Health and Criminal Justice (Covid-19) (Amendment) Bill 2021: Second Stage (Resumed) (27 May 2021)

Thomas Pringle: I will continue from where I stopped yesterday. I was talking about the level of communications we have been receiving from people in recent weeks. I do not believe these are from conspiracy theorists, anti-vaxxers or Covid hoaxers. Some of their arguments have some basis in reality. They argue that the Act has caused an unacceptable level of collateral damage and suffering, including in...

Written Answers — Department of Children, Equality, Disability, Integration and Youth: Domestic Violence (27 May 2021)

Thomas Pringle: 39. To ask the Minister for Children, Equality, Disability, Integration and Youth if he will report on the 4,381 requests for emergency refuge from domestic violence that could not be met in 2018 and the 3,961 requests that could not be met in 2019; and if he will make a statement on the matter. [26438/21]

Thomas Pringle: 89. To ask the Minister for Children, Equality, Disability, Integration and Youth if he will report on the new proposed concept model of enhanced engagement with survivors of mother and baby institutions; and if he will make a statement on the matter. [26439/21]

Written Answers — Department of Housing, Planning, and Local Government: Local Authorities (27 May 2021)

Thomas Pringle: 160. To ask the Minister for Housing, Planning, and Local Government when he will meet with the Dublin City Council councillors regarding the report into the Oscar Traynor Road site; the reason he has not responded to any of the five letters sent to him by councillors; and if he will make a statement on the matter. [28963/21]

Written Answers — Department of Education and Skills: School Staff (27 May 2021)

Thomas Pringle: 206. To ask the Minister for Education and Skills if she will request the reversal of the decision by the Primary Staffing Appeals Board to uphold the loss of a mainstream class teacher in a school (details supplied) in accordance with Circular 0019/2021 of a school (details supplied) given that the numbers in the school meet the requirements for this teacher; and if she will make a statement...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: I want to reaffirm what Deputy Whitmore has said on outlining the objective of the Act and it is important to put it in the context of the worldwide situation too. We all know that climate change is not an isolated situation in Ireland alone. The actions we take have worldwide consequences and it is important to recognise that. That is why it is important that it should be there in the...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: The amendment lays out the factors that will apply in making decisions on the setting of targets. It is important that they are clearly laid out in order that everybody in the future will know what was taken into account and what decisions were made. It is important that people know what goes into making a decision, on every side of the argument. That is why the criteria are laid out so...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: Will the Minister identify specifically where the conflict arises in respect of this amendment?

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: I am a bit worried by what the Minister saying. It seems, in effect, that all these amendments are a waste of time because, as far as he is concerned, he has done an adequate consultation on the Bill. The advice he has is that nothing can be changed and he has gone as far as he can in terms of making the Bill work. It looks like we are going to have nothing more than a few days of banging...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: I move amendment No. 10: In page 6, to delete lines 26 to 30 and substitute the following: “ ‘climate justice’ is the concept that those individuals, corporations and societies that have contributed most to the problem of global warming must contribute most to its solution; this concept has four core principles, as follows: (a) in accord with the commitment of the...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: Amendment No. 11 is one of mine as well so I might speak to that. If amendment No. 10 is not accepted, maybe No. 11 can be accepted. The best thing would be to have No. 10 accepted.

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: Going back to what Deputy Bríd Smith said, the Minister indicated that his definitions meet all the requirements, but I did not hear any definition of "in so far as is practicable". That is the problem with the definition in the Bill. It is a catch-all, get-out clause for the Minister and the Department. The definition is totally unacceptable without the removal of the words "in so...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: There is little use in labouring this point too much. The Minister gave one definition of "in so far as is practicable" and I expect the Department could come up with many other definitions that would not be as motherhood and apple pie as the definition the Minister has given. That is the crux of the problem. The definition is too wide open and, for that reason, it has to be opposed.

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: I move amendment No. 11: In page 6, to delete lines 26 to 30 and substitute the following: "'climate justice' means the importance of taking action to reduce global emissions of greenhouse gases and to adapt to the effects of climate change in ways which— (a) support the people who are most affected by climate change but who have done the least to cause it and are the least...

Select Committee on Communications, Climate Action and Environment: Climate Action and Low Carbon Development (Amendment) Bill 2021: Committee Stage (3 Jun 2021)

Thomas Pringle: I move amendment No. 17: In page 6, between lines 33 and 34, to insert the following: “ ‘climate resilient’ means, in relation to energy projects, the contribution to global emissions reductions taking into account expected changes in climatic conditions;” The amendment speaks for itself but I believe Deputy Smith, who is a member of the committee, will...

Judicial Council (Amendment) Bill 2021: Second Stage [Private Members] (1 Jun 2021)

Thomas Pringle: I fully support the Bill and what it intends to do. I pay tribute to Deputy Doherty for bringing it forward because it is necessary and important to do so. The Bill intends to ensure that the Central Bank is informed by insurance companies on the effect of the personal injury requirements on insurance. We all know that insurance is a statutory requirement that everybody needs to have but,...

Saincheisteanna Tráthúla - Topical Issue Debate: Disabilities Assessments (1 Jun 2021)

Thomas Pringle: As the Minister of State knows, the primary medical certificate is issued by the HSE and is a declaration to say the holder is severely disabled and-or a permanently disabled person. This certificate is required for the purposes of the Disabled Drivers and Disabled Passengers (Tax Concessions) Regulations 1994. A primary medical certificate is only awarded to people with a very high level...

Saincheisteanna Tráthúla - Topical Issue Debate: Disabilities Assessments (1 Jun 2021)

Thomas Pringle: I thank the Minister of State for his response. I am glad he acknowledged the archaic language used in the scheme and the fact it bears no relation to the difficulties people live with now and for which they need support. The Minister for Finance has opened up the scheme because of a court action. He was forced into it, basically. I am wary that we might not see changes coming forward for...
