Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: Yes.

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: It is pertinent to the report.

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: The relevance is that Mr. Lacey is quite experienced and the IMDO report certainly talks about capacity and it recommends that there is an ACT campaign, which refers to assess, communicate and trial. The communication is with the importers and exporters who never deal with logistics. They deal with logistics companies, which are the hauliers that the IMDO never engaged with in its review at...

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: The question is what engagement Mr. Lacey had outside of operators that are currently in the market here. Who did he engage with? You are aware, Vice Chairman, that we have DFDS coming into the transport committee later. The company says its engagement with the IMDO was pretty negative. Mr. Lacey might clarify what engagement he had with DFDS on the requirement for services. In addition,...

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: Will Mr. Lacey address my other questions?

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: Was there engagement with the operators not included in the report, such as DFDS, which are to due before the committee later and which have said they have very negative engagement with the IMDO on the provision of service to Ireland, if required? Perhaps Mr. Lacey will clarify that. Did he speak with representatives of the IRHA? For the benefit of the committee, there are only three...

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: Again, I believe Mr. Lacey is disingenuous when he says the report was compiled on the basis of capacity.

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: I believe "disingenuous" is the word on the basis that the engagement-----

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: Fine. Mr. Lacey should have engaged with the hauliers. They are the people who use the services. He said clearly that his remit is marine and maritime. Those ships are used by both passengers and hauliers, who facilitate the exporters and the importers. I think he is absolutely correct in his assertion about the report. I do not think there is a defence to it. It was so negative in...

Joint Oireachtas Committee on European Union Affairs: Movement of Goods throughout Europe post-Brexit: Irish Maritime Development Office (16 Dec 2020)

Verona Murphy: No, I do not because I have not got any answers to the questions we have asked.

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: I welcome everybody. The IRHA is a voluntary organisation and no member is paid. We have two administrative staff. The president and Mr. McArdle travel around the country and have given all of their time for the past four or five years of the Brexit talks. In 2017, the Brexit proposal put forward by the association was as follows: The Republic of Ireland is serviced by ferries that leave...

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: Is Mr. Coffey saying that the effect of the inaccuracies contained in the IMDO report could have scuppered the DFDS engagement with Rosslare and eventual service?

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: I thank Mr. Coffey. The report is from the Irish Maritime Development Office. It is important, Chairman, that the feedback goes to the Government and the Department of Transport that the report, in effect, was null and void. It certainly is today, six weeks later. The report says we have sufficient capacity. We have quadrupled the number.

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: The report was a review of the initial report and was published in October 2020. It is an outrageous scenario. On the basis of the engagement with the stakeholders, such as the IRHA and DFDS, no commendation should be given to the Department.

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: What about the cost viability of a truck going from Ireland to Liège versus an aeroplane, the capacity of an aeroplane and having enough cargo to justify the cost of an aeroplane?

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: However, it would require state aid.

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: I accept that, but I have not had it represented to me that there is a requirement-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: Will Mr. Drennan finish the point?

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: I recommend that the committee informs the Department of Transport that there needs to be at least a 20-hour service provided. The trade control and expert system, TRACES, is a new system. It is new to everybody. It is outrageous to take a two-hour break in the middle of a working day. I wrote to the Minister on behalf of the sectors but I want the committee to recommend it.

Joint Oireachtas Committee on Transport, Tourism and Sport: Impact of Brexit on Haulage, Freight, the Ports and Ferry Companies: Discussion (16 Dec 2020)

Verona Murphy: No problem. I am slightly concerned that the shipping companies, Stena Line and Irish Ferries, have not turned up here today. It was alluded to in the Joint Committee on European Union Affairs this morning that there is an allowance for support and collaboration of these companies to come together in a way that otherwise would be anti-competitive. There is a regulation but it seems that...
