Michael Harty: We carried out pre-legislative scrutiny on this Bill. We had a debate in the Dáil on Second Stage and I understand that Deputy Seán Barrett was unavailable on both occasions. Michael Harty: When we had our hearings, we heard some very distressing evidence that 200 people are dying from overdoses from IV drug abuse combined with other drugs on the streets and in their flats around Dublin. This is an opportunity and an attempt to reduce those deaths by whatever number we can. It is harm reduction and it is life-saving legislation.

Michael Harty: We also heard evidence from An Garda Síochána about how it would police it. It would require sensitive policing.
