Seanad: Criminal Justice (Mutual Assistance) (Amendment) Bill 2014: Second Stage (15 Oct 2014)

Terry Brennan: I welcome the Minister. The Bill deals with the mutual assistance of international co-operation in criminal matters. Mutual legal assistance is how countries formally request and provide assistance on criminal investigations or proceedings in another country. The Bill amends the Criminal justice (Mutual Assistance) Act 2008, the principal Act, and gives effect to a number of EU framework...

Seanad: Joint Policing Committees: Motion (15 Oct 2014)

Terry Brennan: I second the motion. As Senator Conway has stated, a total of 31 joint policing committees will operate in the city and county council areas that remain after the recent change to local government structures. Joint policing committees should take a strategic and collaborative approach to policing issues. Committees are encouraged to hold meetings in different parts of each local authority....

Seanad: Joint Policing Committees: Motion (15 Oct 2014)

Terry Brennan: Senator Burke has not spoken.

Seanad: Order of Business (21 Oct 2014)

Terry Brennan: I was extremely disappointed to hear about the desecration of the grave of W. T. Cosgrave last night.

Seanad: Order of Business (21 Oct 2014)

Terry Brennan: I hope and pray that the perpetrators of this wanton act of vandalism will be brought to justice in the near future. I wonder about the mindset of these people and I am obliged to ask whether they have minds at all. I was glad to read the article in today's Irish Independentstating that Ireland has been rated fifth in the top ten countries in the world to visit next year. This points to...

Seanad: Immigration (Reform) (Regularisation of Residency Status) Bill 2014: Second Stage [Private Members] (22 Oct 2014)

Terry Brennan: Nóiméid a haon agaibh.

Joint Oireachtas Committee on Transport and Communications: Depletion of Inland Fish Stocks and Impact of Estuary Poaching: Inland Fisheries Ireland (22 Oct 2014)

Terry Brennan: I am from County Louth through which a few very important rivers flow into the sea. I am thinking in particular of the River Dee in Ardee. The sewage treatment plant in Ardee is quite close to the River Dee and discharges into the River Dee. I was not too pleased with what I saw going into the Dee six or seven years ago. I hope that has changed. How often do we monitor discharges from...

Joint Oireachtas Committee on Transport and Communications: Depletion of Inland Fish Stocks and Impact of Estuary Poaching: Inland Fisheries Ireland (22 Oct 2014)

Terry Brennan: Overall responsibility lies with the EPA.

Seanad: Order of Business (4 Nov 2014)

Terry Brennan: Dublin is hosting the Web Summit from today until 6 November. Dublin hotels and guest houses are hiking room rates, in some instances by up to 600%, in an effort to cash in on the Web Summit. Someone mentioned 20,000 visitors to our capital city, and they are most welcome. Someone else said it was the biggest such summit in the world, but prior to the summit starting, some hotels in Dublin...

Seanad: Order of Business (4 Nov 2014)

Terry Brennan: I am. They lobbied every one of us to retain the 9% VAT rate, and what is happening now is outrageous. This country is killing the goose that laid the golden egg. Such rates cannot be justified. I spoke to the owner of a hotel in the capital of the south of France. It charges €189 per night.

Seanad: Order of Business (4 Nov 2014)

Terry Brennan: There will be others, although there might not be.

Seanad: Order of Business (11 Nov 2014)

Terry Brennan: Today the Minister for Transport, Tourism and Sport, Deputy Paschal Donohoe, launched a day of remembrance for the victims of road accidents in Ireland. Next Sunday victims of road collisions globally will be remembered on the World Day of Remembrance for Road Traffic Victims. To mark the day, the Road Safety Authority, local authorities and members of An Garda Síochána and the...

Joint Oireachtas Committee on Transport and Communications: Road Safety Authority: Chairperson Designate (11 Nov 2014)

Terry Brennan: I am glad to hear that fatalities have dropped by more than 50%. I did not hear the exact percentage.

Joint Oireachtas Committee on Transport and Communications: Road Safety Authority: Chairperson Designate (11 Nov 2014)

Terry Brennan: That is great news. Ms O'Donnell mentioned that the authority is self-financing and that it did not obtain any State aid this year. What are the authority's main sources of funding?

Joint Oireachtas Committee on Transport and Communications: Road Safety Authority: Chairperson Designate (11 Nov 2014)

Terry Brennan: That is another issue. I would maintain that a motorist driving at 43 km/h in a 40 km/h speed zone is not really breaking the speed limit nor is a motorist fined for driving at 63 km/h in a 60 km/h speed zone. The imposing of two penalty points for doing that is too big of a penalty.

Joint Oireachtas Committee on Transport and Communications: Road Safety Authority: Chairperson Designate (11 Nov 2014)

Terry Brennan: Has it gone up to three now? It was only two when I got them on a Christmas Eve for driving at 53 km/h in a 50 km/h speed zone on my way home with my Santa Claus gifts. It is sad to hear 166 families this year alone have lost loved ones, and I know a few families personally who have lost loved ones. I note that one in five, or 20%, of those killed on our roads in 2013 was not wearing a...

Joint Oireachtas Committee on Transport and Communications: Road Safety Authority: Chairperson Designate (11 Nov 2014)

Terry Brennan: We should have asked a question about amending penalty points.

Seanad: Fisheries Sector: Statements (12 Nov 2014)

Terry Brennan: I apologise for being late but I was present to hear the Minister's speech. He stated that the economic value of fishing to Ireland continues to grow and instanced that fish landings have increased from 246,000 tonnes in 2010 to 280,000 tonnes in 2013, an increase of 14% for which I am thankful. I also noticed he specifically stated "that the value of landings increased by 48%, from...

Joint Oireachtas Committee on Transport and Communications: Mobile Telephone Coverage and High Speed Broadband Availability: Discussion (Resumed) (12 Nov 2014)

Terry Brennan: I thank the Chairman and our visitors. This reminds me of the ESB rural electrification scheme. There were black spots until the mid-1970s, although the rural electrification scheme had commenced in 1949, which was before I was born but I read about it. The delegates talked about areas in which the service was not commercially viable. It was the same in the case of electrification....

Joint Oireachtas Committee on Transport and Communications: Mobile Telephone Coverage and High Speed Broadband Availability: Discussion (Resumed) (12 Nov 2014)

Terry Brennan: I hope it will not take as long this time.
