- Seanad: Education for Persons with Special Educational Needs Bill 2003: Committee Stage (Resumed). (7 Jul 2004)
Michael McCarthy: I accept the Leas-Chathaoirleach's ruling. The decision on the allocation of funds will be taken by the Department of Finance and that decision will be based on economic considerations. It will not focus on welfare and education, which is clearly the concern of this legislation but rather on the resources available to the Department of Education and Science and how much of those resources it...

- Seanad: National Monuments (Amendment) Bill 2004: Report and Final Stages. (7 Jul 2004)
Michael McCarthy: I acknowledge the work of the Minister of State and his officials on the Bill and thank him for his presence in the House. There were obvious disagreements on the Bill but that is in the interests of democracy. The Minister for the Environment, Heritage and Local Government will probably have more success with this legislation than he had with the electronic voting legislation we debated at...

Michael McCarthy: I second the amendment. In the interests of clarity, there are also five more names following that of Senator Bannon on this amendment. I note what the Minister of State said in his contribution on Committee Stage and there was a good debate on this issue. There is a particular exclusion in this section of the Bill which we believe to be discriminatory and not inclusive. It is contrary to the...

Michael McCarthy: I move amendment No. 9: In page 96, line 26, after "balance" to insert "(i.e. at least 40% of each gender)". The amendment proposes a more robust reference to gender balance in the section. This issue crops up from time to time in various Bills and I appeal to the Minister of State to look favourably on the amendment.

- Seanad: Residential Tenancies Bill 2003: Report and Final Stages. (8 Jul 2004)
Michael McCarthy: This issue last cropped up during the debate on the Bord Bia Bill, which was taken by the Minister for Agriculture and Food. He was accompanied by three civil servants, all of whom were female. He was pioneering the practice himself and reflected the spirit of a similar amendment to this one. The Minister of State probably will not accept the amendment but I appeal to him to reflect its...

Michael McCarthy: I thank the Minister of State and his officials for the manner in which this Bill was debated. It is important to have disagreement as much as agreement and we are here to introduce good legislation.
- Seanad: State Airports Bill 2004: Second Stage. (13 Jul 2004)
Michael McCarthy: I join with other speakers in welcoming the Minister for Transport to the House and I thank him for attending. Before I contribute to the debate I wish to comment on the manner in which the business of this House is carried out. I know there was significant pressure on the Leader and others in the House to make time for this very important legislation and I admire the stance that was taken....
- Seanad: Order of Business. (30 Sep 2004)
Michael McCarthy: I join Senators Cummins and Glynn regarding the issue they raised. It is unspeakable that people can get away with claiming in an advertisement that they can cure such critical illnesses as cancers and strokes. When I listened to a radio programme during the week, I heard the story of a person who lost a loved one to cancer approximately two years ago. The person, who was rational and...
