Jackie Cahill: We have a quorum. Deputy Fitzmaurice has given what might be called a half-apology. He is in his office in Leinster House but is suffering from a bad chest infection. He will listen to proceedings but will not take an active part in them. As there is a vote in the Dáil, the Leas-Chathaoirleach has agreed to take the Chair until I return.
