Peadar Tóibín: The Louth-Newry memorandum of understanding is the best-practice template of any of the local authorities having regard to integration. There is joint planning and even joint employment. There is quite a bit of joint work. Is that the same relationship that Derry City & Strabane District Council has with Donegal County Council? Has it happened as much in the west of the Border region?

For me it is probably one of the most important actions this Government will be involved in. Has the Special EU Programmes Body been engaged with that?
