Written Answers — Department of Health: Mental Health Services (2 Apr 2019)

Jim Daly: I am aware and acknowledge that patient outcomes tend to be better where families and/or carers are involved in the development of the patient's care and treatment plan.  However, patient confidentiality is also important, and some service users do not welcome or consent to this approach and health professionals must respect their wishes unless there is an immediate concern of risk to...

Written Answers — Department of Health: Nursing Homes Support Scheme Review (2 Apr 2019)

Jim Daly: The Nursing Homes Support Scheme (NHSS), commonly referred to as Fair Deal, is a system of financial support for people who require long-term residential care. Participants contribute to the cost of their care according to their means while the State pays the balance of the cost. The Scheme aims to ensure that long-term nursing home care is accessible and affordable for everyone and that...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Apr 2019)

Jim Daly: There has been no cut to the budget for home help hours in the Cork-Kerry area. I can confirm for the Deputy that there has been a significant increase this year in the overall allocation of home help hours made available for the Cork-Kerry CHO 4 area, which is the area I happen to represent as well. I can tell the Deputy that there has been no cut and no reduction. There has been an...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Apr 2019)

Jim Daly: The Deputy has raised two questions, one of which is the broader question of whether we should review what we do and, if so, how we should review it. As Deputies are well aware, the current process is independent of politicians. Under the Act, the Minister of the day does not decide whether drugs are approved. As the Deputy knows, the timeline for the negotiations was extended. The...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Apr 2019)

Jim Daly: I do not have a timeline or a specific date to bring an end to it.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Apr 2019)

Jim Daly: We have made significant progress with CAMHS. Up to 83% of young people who wanted to access psychiatric care in the community, free of charge, were seen within 12 weeks. We are making significant progress, notwithstanding the challenges we face. I would love to preside over a 100% success rate but that utopia still escapes us. We will continue with our endeavour to improve the service.

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Apr 2019)

Jim Daly: I am aware of this review. The issue underpinning this is that the number of people who sought the service out-of-hours last year was 14. We have to look at available resources and see if that is the best use of them. We are engaging with the consultants on this, as well as patients, their families and the HSE, to see we are deploying our resources in the most appropriate manner.

Saincheisteanna Tráthúla - Topical Issue Debate: Electricity Generation (3 Apr 2019)

Jim Daly: I thank Deputy Cowen for raising this issue, which I am pleased to take on behalf of the Minister for Communications, Climate Action and Environment, Deputy Bruton. I will relay the his comments and concerns to the Minister. As the Deputy said, he accepts the Minister's apologies for not being here. He is not in the House at the moment and is unable to take the question but he will revert...

Saincheisteanna Tráthúla - Topical Issue Debate: Electricity Generation (3 Apr 2019)

Jim Daly: I am grateful for the Deputy's understanding that I am not on top of the brief and I cannot make policy statements in this area. I appreciate the Deputy being co-operative about that. I have prepared a concluding statement which does not address the specific issues the Deputy raised. I will ensure the Minister reverts to him and I note the timeline he set out for having details provided...

Saincheisteanna Tráthúla - Topical Issue Debate: Mental Health Services Provision (3 Apr 2019)

Jim Daly: I thank the Deputy for raising the issue of mental health services in his area. As he knows, this is a priority. It is not just about money. Money will not solve the problems in the service but €105 million has been provided in new development funding over the next three years, very specifically to extend mental health services to a seven-day week. This is our first priority. ...

Saincheisteanna Tráthúla - Topical Issue Debate: Mental Health Services Provision (3 Apr 2019)

Jim Daly: I acknowledge the Deputy's bona fides in this area. I have had many conversations with him on the subject of mental health. I have always found him to be very responsive and responsible in his approach. He does not take a narrow view but, rather, seeks to serve the greater good. I share some of his frustrations regarding the national recruitment service and trying to see how it works....

Written Answers — Department of Health: Nursing Homes Support Scheme (3 Apr 2019)

Jim Daly: I propose to take Questions Nos. 150 and 151 together. The proposed policy change to the Nursing Homes Support Scheme (NHSS), to cap contributions based on farm assets at 3 years where a family successor commits to working the productive asset, has been approved by Government. My Department is working on the development of draft Heads of Bill while considering a number of complex...
