Imelda Munster: I do not understand. If a contract is drawn up and if it says if there is a shortfall in international delegates coming that the State pays less and that money can be taken back. We should bear in mind this is taxpayers' money.

If the contract and the stipulations are clear, why would the OPW need to seek further legal advice? I will ask the Comptroller and Auditor General about this in a moment. Is it not the case that the OPW was found out for being happy enough to let even more taxpayers' money than it has...
