Seán Crowe: Again, Dr. McAvoy is saying it would act as a deterrent, but there is other evidence that use of other addictive products, such as alcohol and illegal substances, is probably higher. Seán Crowe: The positive thing is that there is common agreement. Even those selling the product believe the ban should be introduced. It is up to us to determine the most effective way to do that.
