Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: Does the witness not see, to put it mildly, what can be perceived as a tension and sometimes a direct contradiction between Coillte's mandate as the stewards of the public forest estate, with all it entails, and the commercial imperative that is pushing the company towards wind farming and so on? In some cases there are quite damaging consequences for the environment. I have not even...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: The company could grow more forestry to the same end.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: I have gelled around some of the things the delegation has said. Ireland aims to reach a target of 17% forestation which is pretty modest given the fact that we have a capacity to grow trees pretty fast but a desperately low level of forest cover. Given what the delegation has said to us, is there any chance that Ireland will ever reach its target? Coillte seems to be saying that it cannot...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: Is there a realistic possibility that will happen anytime soon?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: We need to plant between 15,000 to 20,000 ha. My following comment is not directed particularly at Coillte.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: I am talking about a national policy issue. In Mr. Britchfield's opinion, is there any chance that Ireland will reach the target in the foreseeable future and if things continue as they are?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: In a nice way Mr. Britchfield has said "No". Perhaps he feels constrained due to his position.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: Could Coillte achieve it if it were given the mandate to do so?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: I hope that will happen before the Forestry Bill is completed.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Annual Report 2012: Discussion with Coillte (19 Nov 2013)

Richard Boyd Barrett: Can we request that it happens before the Forestry Bill is completed?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: I thank Ms Dubsky for her presentation. I will take up the last point first, which is very interesting. Is Mr. Crosbie saying that the Bill essentially gives the Minister too much discretion to fully enforce provisions in the legislation, which are good but which the Minister is not bound to implement?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: Coastwatch Europe has a sympathetic ear on that matter. Mr. Crosbie should send us the amendments. Similarly, I worry about the forestry Bill where there is a lot of discretion because things are not specifically tied down. Apart from the general problem of a lack of democratic accountability because people are not operating under rules, is Mr. Crosbie also saying that a real problem is...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: Do the witnesses want to elaborate on that? Obviously it is bad that native oysters are being displaced.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: Apart from Coastwatch, are other people expressing concern about this?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: I thank Ms Dubsky for that interesting information. As regards coastal zone management, developing renewables and other energy, oil rigs were also an issue. Ms Dubsky said we should not be against everything and we have to develop renewables in particular. I suspect she might have a slightly different attitude to oil rigs.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: As Ms Dubsky knows, I am involved in the Save Our Seafront campaign. To cover both we should apply the exclusion zone that seems to exist in most other European countries. In that way, the foreshore area is excluded from major developments be they wind farms or oil rigs. What does Ms Dubsky say to that?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: Can I get some clarification on the definition of the foreshore because there seems to be a slight difference of opinion? I thought the foreshore was 22 or 24 kilometres.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: My understanding is that there were the low and high water marks, and then a bigger zone.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: It does not do away with the notion of the foreshore.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heads of Maritime Area and Foreshore (Amendment) Bill 2013: Discussion (Resumed) (19 Nov 2013)

Richard Boyd Barrett: I agree with the witnesses on coastal zone management.
