Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: It is a technology that we are not very used to or familiar with. We are right to be cautious as we introduce it. Over time we will hopefully discover that it is going to bed in relatively well and we will ask why we did not have people on these scooters years ago because they are removing SUVs from a lot of places and helping with parking and visibility. When going past many schools now...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: That is where I got the 53% from as opposed to the 75% that was referenced by Ms Tinsley. I knew that 53% was referenced somewhere. Is any breakdown of that 53% of the encounters involving a footpath available? I am wondering-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: -----how many of these interactions we might we be able to get rid of.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: Ms Kennedy's organisation did the survey, so I am wondering if a breakdown is available. If we absolutely make sure there is never a scooter on a footpath again because it is obviously causing a lot of problems, would that solve one third or two thirds of the problems?

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: Perhaps that information could be sent to the committee. I think it would be useful for us to have. I am trying to see how we can get the best solution quickly. I want the safest system. If we can deal with the footpaths, we can deal with the continuous sound and some of the other issues. I think the speed of 6 km/h in a lot of areas might be a bit difficult.

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: I thank the witnesses for all they are doing for their members and for all of us who have friends and colleagues who perhaps have sight loss or a disability. I thank them for their engagement today. I ask them to continue to engage with us as the legislation is passing through the Houses. If there are parts they like, I ask them to let us know, and if there are others they do not like, I...

Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021, and Disability and Transport: Discussion (19 Jan 2022)

Gerry Horkan: I had my microphone muted. It must be someone else.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: We are resuming on amendment No. 1 in the name of Senator Craughwell. When we adjourned on the previous occasion, on 5 October 2021, the Minister of State was in possession. Does the Minister of State want to resume her contribution or does she have anything further that she wishes to add at this point?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I should be asking Senator Craughwell if he would like to resume his contribution, but he is not here. I believe Senator Doherty wishes to make a contribution.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: According to the note I have, and the Senator knows how the chairing works, amendments Nos. 1 and 2 are related and amendment No. 2 is consequential on amendment No. 1. The note states that amendments Nos. 1 and 2 may be discussed together by agreement, but if we do not have agreement, we do not have to discuss them together. We can discuss them sequentially. The note I have states that...

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I do not have an objection. If the House is happy to deal with amendments Nos. 1 and 2 separately, we will deal with them that way. Is that agreed? Agreed. We we were dealing with amendment No. 1 in the name of Senator Craughwell. Does anyone want to speak any further on amendment No. 1?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: We are just dealing with amendment No. 1 at the moment. Is that okay?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: Is the Senator still speaking to amendment No. 1 or amendment No. 3?

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: Okay. It is just that I did not see the Senator's name on amendment No. 1. She stated: "we have put down".

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: That is true.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I just wanted to be clear. The Senator's name is on amendment No. 3, which we will reach shortly, or not so shortly, depending.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: This is Senator Craughwell's amendment, so I will allow him to contribute again if he wishes. I will then allow anyone else to contribute before reverting to the Minister of State.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I was going to call on the Senator first but he was not here at the start.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: I am taking the Senator's request as I find it. The Order of Business has been agreed by the House, so we would need an amendment to it. The Leader of the House is present. If the Chair had a proposal from her that the Order of Business be changed, so be it, but I do not have such a proposal yet, so I can only deal with the business as proposed.

Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (2 Feb 2022)

Gerry Horkan: To be fair, I am neutral while in the Chair but I am also a member of the Joint Committee on Transport and Communications. I got that letter.
