- Seanad: Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (30 Apr 2004)
Paul Coghlan: It may not be their last hurrah. I welcome that decision. The Minister has clearly set out what is intended and what in his view the Bill will not do. The Minister stated that the proposals are colour blind. If my eyesight was a bit better, I might take up a few more points, but this macular oedema plagues me. The people need more time and I genuinely do not think it would damage the process...
- Seanad: Twenty-seventh Amendment of the Constitution Bill 2004: Second Stage (Resumed). (30 Apr 2004)
Paul Coghlan: I agree with the Senator.
- Seanad: Order of Business. (5 May 2004)
Paul Coghlan: I agree with Senator Hayes and other Members who spoke about e-voting. It is now quite apparent, particularly following the commission's ruling, that the matter needs further consideration. I am sure the Leader agrees that we do not need to debate the Electoral (Amendment) Bill this week, because it may need further clarification.
- Seanad: Order of Business. (5 May 2004)
Paul Coghlan: Yes, but I say this in the light of what has happened since. The Ombudsman's report is important, but I ask the Leader to accede to a debate.
- Seanad: Order of Business. (5 May 2004)
Paul Coghlan: Yes. The voting system belongs to the people and we need to give it more consideration. There is no need to rush. We are now aware of the possible inaccuracies â whatever about leprechauns â and the question of reliability. I always felt the system would fail on grounds of secrecy in view of the Supreme Court ruling of 1972 in the case of McMahon v. the Attorney General. I respectfully...
- Seanad: Order of Business. (6 May 2004)
Paul Coghlan: I support everything Senator Brian Hayes said regarding the President of the European Parliament, Mr. Pat Cox MEP, who has done a wonderful job for the Parliament and, I am sure, would do an equally good job for the Commission.
- Seanad: Order of Business. (6 May 2004)
Paul Coghlan: I would never ignore the Chair here or anywhere else.
- Seanad: Order of Business. (6 May 2004)
Paul Coghlan: I thought the Chair was going to admonish me and tell me I should ask a question of the Deputy Leader.
- Seanad: Order of Business. (6 May 2004)
Paul Coghlan: I do. The Chair knows how speedy I am. The Deputy Leader will be aware, as are many Members of the House, of the appalling service provided by Iarnród Ãireann in the south-west. We have the worst carriages and a substandard second-class set-up. Passengers who change trains at Mallow must use pre-war carriages. The Minister for Transport must start taking notice and communicate with Iarnród...
- Seanad: Order of Business. (6 May 2004)
Paul Coghlan: Did the Senator have to change at Mallow?
- Seanad: Order of Business. (11 May 2004)
Paul Coghlan: I agree with Senator Bannon that not alone do we need a debate on housing but we need an urgent debate on the value for money being provided by local authorities and the enforcement or lack of enforcement of the planning laws. There are many sharp differences in that regard as Members will be aware. It would be timely for the Leader to arrange such a debate.
- Seanad: Order of Business. (19 May 2004)
Paul Coghlan: I formally second Senator O'Toole's amendment.
- Seanad: Order of Business. (19 May 2004)
Paul Coghlan: I am sorry. I have some difficulty with hearing. I accept what Senator Dardis and the other Members have said. Senators Brian Hayes and O'Toole speak for us all in a sense in outlining the important points. It is very important that we get the basics right. We do not want to be specific, but the House, a committee of the House or some forum should be provided today to discuss this matter...
- Seanad: Business of Seanad. (20 May 2004)
Paul Coghlan: I join with Senator Brian Hayes and all the other Senators who called for a debate with the Minister for Foreign Affairs, Deputy Cowen, on the deteriorating situation in the Middle East, if the Leader might arrange it. Perhaps she might inform the House of the Government's intended scaleback of the decentralisation programme regarding timeframe, locations and numbers. I fully agree with the...
- Seanad: Business of Seanad. (20 May 2004)
Paul Coghlan: Absolutely.
- Seanad: Order of Business. (27 May 2004)
Paul Coghlan: It is postponed.
- Seanad: Order of Business. (27 May 2004)
Paul Coghlan: Name and shame.
- Seanad: Order of Business. (27 May 2004)
Paul Coghlan: It is part of naming and shaming.
- Seanad: Order of Business. (27 May 2004)
Paul Coghlan: On the break-up of Aer Rianta, will the Leader inform the House whether there is a revised plan? I accept what has been said by other Senators. There is much confusion but we do not know whether it is because of an impending date early in June, further genuine consultation with unions or because a chairman of a company has branded the aviation regulator a disaster. No one knows what the...
- Seanad: Order of Business. (27 May 2004)
Paul Coghlan: Hear, hear.
