- Death and Burial of Children in Mother and Baby Homes: Motion (Resumed) [Private Members] (11 Jun 2014)
Anne Ferris: I very much welcome the establishment of a commission of investigation. I agree with the concept of the two-step approach proposed by the Minister. Putting time and thought into the creation of broad terms of reference for the inquiry represents an essential preliminary step. It is not possible for the inquiry to examine mother and baby homes in isolation. These institutions were but...
- Joint Oireachtas Committee on Justice, Defence and Equality: Charities Regulatory Authority: Chairperson Designate (18 Jun 2014)
Anne Ferris: I welcome Mr. Woods and congratulate him on his appointment. I am delighted to see that he has put in writing that he is excited about the work of the Charities Regulatory Authority. I have a few questions and will address one of Mr. Woods's last points first. It relates to the establishment of subcommittees in key areas. Can he comment on how he envisages these subcommittees being...
- Joint Oireachtas Committee on Justice, Defence and Equality: Charities Regulatory Authority: Chairperson Designate (18 Jun 2014)
Anne Ferris: One of the concerns in establishing the authority was the availability of resources, including staffing and financial resources. Is Mr. Woods satisfied that the authority will have enough of these resources to be able to carry out this big job of work?
- Joint Oireachtas Committee on Justice, Defence and Equality: Charities Regulatory Authority: Chairperson Designate (18 Jun 2014)
Anne Ferris: It is very important that the authority has the proper resources so that it will have teeth to carry out this important work. An issue of concern is the number of un-incorporated charities. Others have been established as companies and would be subject to the rules as set down by the Director of Corporate Enforcement but other charities have been established as trusts. Can Mr. Woods...
- Joint Oireachtas Committee on Justice, Defence and Equality: Charities Regulatory Authority: Chairperson Designate (18 Jun 2014)
Anne Ferris: This authority is very welcome given the bad publicity about certain charities that emerged recently from the Committee of Public Accounts. It is very important that people have confidence when they donate to charities and that charities can have confidence that the public in the main has confidence in them and where their money is going.
- Joint Oireachtas Committee on Justice, Defence and Equality: Charities Regulatory Authority: Chairperson Designate (18 Jun 2014)
Anne Ferris: That will be very helpful because people were heretofore unable to get that information from the Revenue Commissioners. They will be able to contact the regulator to find out whether an operator is real or bogus. I presume that if an organisation is bogus it will be a matter for the Garda to address. I suggest we invite Mr. Woods back to the committee this time next year to get an update...
- Joint Oireachtas Committee on Justice, Defence and Equality: Suicide Prevention in Prisons: Irish Institute of Naturopathic Medicine (18 Jun 2014)
Anne Ferris: I welcome Ms Mulligan and Mr. Garland and thank them for their presentations. This is a very good initiative and this committee should support it. How would the programme work in the prison system? Would it be on an individual or group basis?
- Joint Oireachtas Committee on Justice, Defence and Equality: Suicide Prevention in Prisons: Irish Institute of Naturopathic Medicine (18 Jun 2014)
Anne Ferris: Does it cover all offenders, including those who have committed serious offences?

- Written Answers — Department of Finance: VAT Rate Reductions (24 Jun 2014)
Anne Ferris: 160. To ask the Minister for Finance in view of recent good weather and the calls from the Irish Cancer Society for people to wear sun protective creams, if he will consider reducing the VAT rate on these products as they attract the luxury VAT rate of 23%; and if he will make a statement on the matter. - Written Answers — Department of Jobs, Enterprise and Innovation: Patent Legislation (24 Jun 2014)
Anne Ferris: 252. To ask the Minister for Jobs, Enterprise and Innovation when the recommendation of the interdepartmental group led by his Department on the issue of whether to host a local division of the unified patent court will be considered; the impact analysis his Department has conducted if the decision is not to host a local division here, particularly on Ireland's intellectual property, IP,...
- Joint Oireachtas Committee on Justice, Defence and Equality: The Benefits of e-Conveyancing: Discussion (25 Jun 2014)
Anne Ferris: I welcome Mr. Barnhart and his colleagues. As the Chairman said, this may not capture the imagination of too many people but it is vital for our future to go the e-conveyancing route. The project is included in Construction 2020. I have a number of questions for Mr. Dorgan and Dr. Brennan. Will they outline the manner in which this proposal could enhance society for individuals engaging...
- Joint Oireachtas Committee on Justice, Defence and Equality: The Benefits of e-Conveyancing: Discussion (25 Jun 2014)
Anne Ferris: I thank Mr. Dorgan for his reply, and I take his point about nobody ever being out of pocket, but it does cause upset and they must go through a process to get the money back. Something like that should never happen. Do the witnesses feel it will result in lower property transaction and legal fees for people buying and selling property if it is done online and people do not go from one...
- Joint Oireachtas Committee on Justice, Defence and Equality: The Benefits of e-Conveyancing: Discussion (25 Jun 2014)
Anne Ferris: I thank Mr. Dorgan for his reply because it is very good news for consumers and should be highlighted. I have a question with regard to the Irish Banking Federation which I regret it has not sent any delegates to appear before the committee although it sent in a submission. In their submissions Mr. Treacy and Mr. O'Sullivan mentioned that a working group comprising equal representation from...
- Joint Oireachtas Committee on Justice, Defence and Equality: The Benefits of e-Conveyancing: Discussion (25 Jun 2014)
Anne Ferris: I understand Mr. Treacy is speaking about e-registration but taking it a step forward to e-conveyancing-----
- Joint Oireachtas Committee on Justice, Defence and Equality: The Benefits of e-Conveyancing: Discussion (25 Jun 2014)
Anne Ferris: I am sure it is supportive and no criticism is meant, but at the same time there is a feeling, and I do not say from where it is coming, that it may not be as on board. I am sorry it is not here to be able to address the issue.
- Joint Oireachtas Committee on Justice, Defence and Equality: The Benefits of e-Conveyancing: Discussion (25 Jun 2014)
Anne Ferris: On this point, I completely agree with the legal advice but all I was trying to do was tease out the matter with the witnesses before us. If the Irish Banking Federation were here I could have asked its members directly. No criticism was meant and we are just having a conversation.
