- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: The Minister has said it all and I would have made the same points. The following questions occurred to me, however. Where would the hearings of the appeals board take place?
- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: This is good legislation. It has been welcomed by all the educational partners. It certainly has tidied up the appeals area because when appeals were made to a board of management, there was no tight procedure for dealing with them. This legislation will make it clear to education administrators in schools how to handle such matters. If there is a code of behaviour, the policies are in...
- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: I do not understand where Senator Ulick Burke is coming from.
- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: The Bill provides that everything will be taken into account.
- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: Everything has been taken into account. Reasonableness is required and the interests of the offending child will be considered in light of his or her background and the school setting. What more does the Senator want? These provisions are in black and white. All factors will be reasonably considered in the procedure.
- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: It is there.
- Seanad: Education (Miscellaneous Provisions) Bill 2007: Committee and Remaining Stages. (22 Mar 2007)
Ann Ormonde: I congratulate the Minister on introducing this fine Bill to facilitate school authorities in dealing with today's problems. It is clear she has real empathy with this matter. She has clarified her position on Second Stage and in response to the amendments brought today.
- Seanad: Order of Business (23 Mar 2007)
Ann Ormonde: With regard to last night's programme, I too was disturbed about the abuse of young children by those in authority. However, I have great confidence that the Minister for Education and Science understands the background to the matter. It would be useful if she came into this House to explain the issues differently from the way they were spun last night. The manner in which the issues were...
- Seanad: Order of Business (27 Mar 2007)
Ann Ormonde: It was.
- Seanad: Order of Business (27 Mar 2007)
Ann Ormonde: I recognise the new agreement reached yesterday and echo the sentiments of other speakers regarding the effort politicians have invested in trying to achieve a new beginning in the North. Many politicians were involved in the process prior to the signing of the Good Friday Agreement. Following the Agreement, the Taoiseach, British Prime Minister and many politicians invested a great deal of...
- Seanad: Order of Business (27 Mar 2007)
Ann Ormonde: Companies which produce this packaging have a role to play in reducing it. Perhaps the Leader will arrange for a debate on this environmental problem.
- Seanad: Order of Business (27 Mar 2007)
Ann Ormonde: She is right.
- Seanad: Social Welfare and Pensions Bill 2007: Second Stage (27 Mar 2007)
Ann Ormonde: I wish to share my time with Senator Kitt.
- Seanad: Social Welfare and Pensions Bill 2007: Second Stage (27 Mar 2007)
Ann Ormonde: I welcome the Minister of State, Deputy Fahey, to the House and congratulate the Minister, Deputy Brennan, and his Department on their work in preparing this legislation. The Bill reflects the social changes of recent years because it brings the total Government expenditure on social welfare to â¬15.3 billion this year. That means that for every â¬3 spent by the State in current...
- Seanad: Social Welfare and Pensions Bill 2007: Committee Stage (28 Mar 2007)
Ann Ormonde: I am delighted to be here today because I spoke on this area relating to lone parents on Second Stage last night and was very concerned. This Bill reflects society's position on how to approach the issue of lone parents. We have started to establish infrastructure for co-ordination between various Departments. The Department of Education and Science has made reasonable progress in this...
- Seanad: Ethical Foreign Policy: Motion (28 Mar 2007)
Ann Ormonde: I wish to share time with Senator Mansergh. I was taken aback by the text of the motion. I am sure the Minister for Foreign Affairs, Deputy Dermot Ahern, was equally surprised by the text. I agree that all good governments should have an ethical foreign policy and that it should be the basic tenet with which any sophisticated, democratic nation conducts its foreign affairs. However, I am...
- Seanad: Ethical Foreign Policy: Motion (28 Mar 2007)
Ann Ormonde: When talking about something being ethical we are talking about moral principles. The problem with moral principles is that they vary from person to person. When two people are asked their views on any controversial area and they will invariably give two different answers. No two people share the exact same moral principles just as no two people share the exact same opinions.
- Seanad: Ethical Foreign Policy: Motion (28 Mar 2007)
Ann Ormonde: Effectively that is what the motion comes down to. Senator Norris may have different views on how the Government should implement foreign policy. I have no difficulty with that. He is entitled to think that way and express his views on areas in which he believes the Government should act differently. I am delighted with and have great confidence in the Minister, Deputy Dermot Ahern, and...
- Seanad: Order of Business (Resumed) (29 Mar 2007)
Ann Ormonde: I support the calls made by Senator Brian Hayes and Senator O'Toole seeking the Minister for Education and Science, Deputy Hanafin, to attend the House. I was disturbed when I saw the programme on letters sent to victims of sexual abuse regarding their legal situation. I do not doubt the Minister is working on this matter and will come to the House during the next week, if she can find...
- Seanad: Health Bill 2006: Report and Final Stages (29 Mar 2007)
Ann Ormonde: I, too, was very disappointed when I read the broad statement that only those who have the expertise and can make a substantial contribution to a board will be appointed. The categories of persons who cannot be appointed are listed and it is stated that no Oireachtas Members or local authority members can be appointed. I, as an Oireachtas Member, would have difficulty being appointed to a...
