Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: The removal of democratic involvement in the health boards is a major step backwards. In recent weeks I have tabled a number of parliamentary questions on health and been told in no uncertain terms that the Minister has no responsibility in the areas in question. Funnily enough, with no consultation with the health board, the Minister issued a statement this week to prop up his possible...

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: ——in Monaghan, Louth and now Cavan. The limited benefits associated with the health board at least allowed democratically elected representatives to voice opinions but that is no longer the case and we face six months in an abyss. Where are we going? The CEOs did not show a responsive attitude to problems and management issues in the health service. The Minister had problems in employing...

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: It is happening, as we have seen at first hand.

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: Is that an accident?

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: I take extreme exception to——

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: He has responsibility for services in Monaghan as he has for services in other areas.

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: To tell lies.

Health (Amendment) Bill 2004: Report and Final Stages. (25 May 2004)

Seymour Crawford: I am absolutely shocked that the Minister of State should fall to this level. I am here solely to speak on behalf of the people of Monaghan. I try to work with the Minister for Health and Children, Deputy Martin, and do not engage in political cheap shots. I still wish to work with him if there is any hope of saving the hospital and, in so doing, saving lives. The Minister of State is...

Written Answers — Grant Payments: Grant Payments (25 May 2004)

Seymour Crawford: Question 103: To ask the Minister for Agriculture and Food when a person (details supplied) in County Monaghan can expect to receive their REP scheme payment; and if he will make a statement on the matter. [15178/04]

Written Answers — Alternative Energy Projects: Alternative Energy Projects (25 May 2004)

Seymour Crawford: Question 231: To ask the Minister for Communications, Marine and Natural Resources the progress to date in providing additional access and support for wind farm applications who failed to get the go-ahead at the time of the last allocation; if he accepts that this is one of the most environmentally friendly ways to produce electricity and, especially with rising fuel prices, should be...

Rural Social Scheme. (5 Oct 2004)

Seymour Crawford: Question 134: To ask the Minister for Community, Rural and Gaeltacht Affairs the number of persons employed in the new rural social scheme announced in the budget on 3 December 2003; if he has satisfied himself that all the money allocated in that budget will be utilised in 2004; if not, the position regarding the unused funds; and if he will make a statement on the matter. [23072/04]

Rural Social Scheme. (5 Oct 2004)

Seymour Crawford: Is the Minister satisfied with the speed of implementation of this scheme? I understand it began as a pilot scheme in eight areas and is now being implemented nationally. Does the Minister believe he can meet the target of 2,500 places by the end of the year? Is there anything that might prevent people from joining it? Is there clarity on whether people will retain their secondary benefits,...

Rural Social Scheme. (5 Oct 2004)

Seymour Crawford: That provision is of the utmost importance to the rural social scheme. Unless the situation is clear to community health officers, they cannot state otherwise. I understand there has been no clarification in this area and the Minister is simply informing the House how he believes it should be. However, clarification on the availability of secondary benefits, such as the medical card, is...

Departmental Expenditure. (5 Oct 2004)

Seymour Crawford: Is the Minister satisfied that all is working out according to plan? One has to be very worried at the news today of the Government underspend which demonstrates a lack of planning and administration. The Opposition is worried that this money is being kept as a war chest for the next election rather than being provided for necessary funding today.

Departmental Expenditure. (5 Oct 2004)

Seymour Crawford: Is the Minister satisfied that community and other groups will be able to use the money available to them before the end of this year?

Designated Areas. (5 Oct 2004)

Seymour Crawford: Question 139: To ask the Minister for Community, Rural and Gaeltacht Affairs the amount he has distributed in CLÁR funds to date in 2004; and the breakdown of the distribution on a county by county basis. [22410/04]

Designated Areas. (5 Oct 2004)

Seymour Crawford: The Minister said no significant area had been left out. I beg him to look again at a few areas in the Border region that do not meet the criteria of being close to existing CLÁR areas, namely, the Knockatallon-Bragan mountain area and the Mullyash mountain area, both in County Monaghan. It is a scandal that those areas are excluded solely because they are separated by the Border.

Order of Business. (5 Oct 2004)

Seymour Crawford: In light of the recent report that 100,000 foreign workers will be needed to deal with the boom, when will the employment permits Bill come before the House? In the interest of addressing complaints procedures, when will the health Bill come before the House?

Carers Support Services: Motion. (5 Oct 2004)

Seymour Crawford: I thank Deputy Penrose for raising this issue in the House. As the able Chairman of the Oireachtas Joint Committee on Social and Family Affairs, he has spent much time in bringing all representative groups concerned together to produce a report on the interests of carers. I welcome Deputy Brennan to the post of Minister for Social and Family Affairs. While it is a Ministry belittled by the...

Carers Support Services: Motion. (5 Oct 2004)

Seymour Crawford: This group of people have committed their lives to looking after the elderly and for doing so deserve some recognition. The argument that traditionally no one has ever received a second social welfare payment is always used. Yet, in the majority of cases the widow's or widower's pension is an entitlement paid for through contributions. On means testing, I make no apologies for representing...
