Special Committee on Covid-19 Response: Briefing by Department of Health Officials (19 May 2020)

Duncan Smith: That fixation was probably set by the statement on 17 April, but I am happy that we are at that capacity----

Special Committee on Covid-19 Response: Briefing by Department of Health Officials (19 May 2020)

Duncan Smith: With all due respect to the CMO, I have two minutes left. How many members were at NPHET's first meeting and how many were at its 31st meeting, which I believe was the most recent one? How are the recommendations from NPHET communicated to the national crisis management team in the HSE? Is it in a report, or is it in the minutes of the meetings? If so, I ask if they can be published? I...

Special Committee on Covid-19 Response: Briefing by Department of Health Officials (19 May 2020)

Duncan Smith: That is encouraging.

Special Committee on Covid-19 Response: Briefing by Department of Health Officials (19 May 2020)

Duncan Smith: If the committee could see that correspondence, it would be much appreciated.

Special Committee on Covid-19 Response: Briefing by HSE Officials (19 May 2020)

Duncan Smith: I welcome the witnesses for coming to the committee today. Why did they CEO feel he had to write to the Department on 19 April on the Chief Medical Officer's commitments on testing capacity? In a reply I received from the CMO this morning, I was told that the figure of 100,000 testing capacity, which we have reached this week after a month, will now be a fluid figure and under constant...

Special Committee on Covid-19 Response: Briefing by ICTU, HSA and CIF Representatives on the Reopening of the Construction Industry (19 May 2020)

Duncan Smith: Much work has gone into the protocol to make it a comprehensive document and it stands out among all the documents we have received from the various sectors as one that much work has gone into. I will direct my first couple of questions to Dr. McGuinness. They relate to people who are looking to return to work but whose safe passes have expired. Is there any process in place for them to...

Special Committee on Covid-19 Response: Briefing by ICTU, HSA and CIF Representatives on the Reopening of the Construction Industry (19 May 2020)

Duncan Smith: My next question is for Mr. Parlon. I wish to follow on from what Deputy McGuinness said about the extra costs for building a house or apartment. I know that sites can range from small or medium to big, but they are not necessarily the most complex of building projects. Mr. Parlon mentioned an increase in costs of between 5% and 10%. With regard to more complex sites, such as the national...

Special Committee on Covid-19 Response: Briefing by ICTU, HSA and CIF Representatives on the Reopening of the Construction Industry (19 May 2020)

Duncan Smith: Would Mr. Parlon advise co-operation?

Special Committee on Covid-19 Response: Briefing by ICTU, HSA and CIF Representatives on the Reopening of the Construction Industry (19 May 2020)

Duncan Smith: We all expect to live with these measures for an extended period of time. To clarify, Mr. Parlon is saying that the cost of a large complex project such as the children's hospital could increase by 40% during the extended period in which we will be living with these measures.

Special Committee on Covid-19 Response: Briefing by ICTU, HSA and CIF Representatives on the Reopening of the Construction Industry (19 May 2020)

Duncan Smith: That is astronomical. I believe that improvements could be made in our communications to smaller construction companies, particularly those involved in kitchen and bathroom fitouts. They may be able to go on to a new site in a housing development but they cannot go into someone's home to fit a new kitchen or bathroom. I am getting a number of representations about that. Improvement could...

Written Answers — Department of Culture, Heritage and the Gaeltacht: Wildlife Protection (20 May 2020)

Duncan Smith: 1420. To ask the Minister for Culture, Heritage and the Gaeltacht her views on the reports of the largest poisoning of birds of prey for a number of years which happened recently in County Cork; if there is an investigation underway into this case; if there is funding in place and strategies to combat the systemic harm and poisoning of the under threat birds of prey; and if she will make a...

Covid-19 (Culture, Heritage and the Gaeltacht): Statements (21 May 2020)

Duncan Smith: Kind of, yes. I am certainly a nature lover. I am a committed angler and like other Deputies and many people throughout the country I have seen a silver lining in this pandemic by enjoying nature and in being allowed to enjoy nature more than we usually are. I shall front load my contribution with some questions and I would appreciate a written response from the Minister to anything she...

Outbreaks of Covid-19 in Meat Processing Plants: Statements (21 May 2020)

Duncan Smith: I thank the Ministers for attending this evening.

Outbreaks of Covid-19 in Meat Processing Plants: Statements (21 May 2020)

Duncan Smith: I am going to speak, ask some questions and leave some time for the Ministers to answer. I start by echoing our support for the call SIPTU has made for a taskforce for the farm to fork process for the meat industry. We believe the return to work protocol document is strong. We have major concerns, however, about how it is going to be implemented across several sectors, one being the meat...

Special Committee on Covid-19 Response: Congregated Settings: Nursing Homes (26 May 2020)

Duncan Smith: We need the documents from NPHET, the HSE and the Department which we requested.

Special Committee on Covid-19 Response: Congregated Settings: Nursing Homes (26 May 2020)

Duncan Smith: We will send an email later. I thank Mr. Daly and Mr. Taylor for coming before the committee. I will direct my first question to Mr. Daly. It has been pretty clear that, in his words during media appearances yesterday evening and this morning and in his opening statement, he has been shifting responsibility to the HSE. Is there anything he would have done differently with regard to his...

Special Committee on Covid-19 Response: Congregated Settings: Nursing Homes (26 May 2020)

Duncan Smith: Is Mr. Daly satisfied with the larger corporate members of Nursing Homes Ireland? I know it also has members from the voluntary sector and small and medium enterprises. Nursing Homes Ireland's large corporate members have considerable experience of dealing with the HSE through the National Treatment Purchase Fund. The individuals involved are self-starters who have a lot of contacts,...

Special Committee on Covid-19 Response: Congregated Settings: Nursing Homes (26 May 2020)

Duncan Smith: Yes, and HIQA will appear before the committee next. I agree the virus is indiscriminate but we are grappling with early figures that would indicate it more heavily affected the private than the HSE homes. We need to tease that out more.
