Joint Oireachtas Committee on Disability Matters: The United Nations Convention on the Rights of Persons with Disabilities at Local Level: Discussion (Resumed) (24 Apr 2024)

Dessie Ellis: I thank Mr. Jones and Ms Ellis for their opening statements. It is interesting to see how the Garda and the court system is dealing with the UN Convention on the Rights of Persons with Disabilities, UNCRPD, and its implementation. It is very important. Ms Denning said that 7% of the workforce in the Courts Service have declared themselves as having disabilities. That is well below the...

Joint Oireachtas Committee on Disability Matters: Deprivation of Liberty: Discussion (8 May 2024)

Dessie Ellis: They are usually turned away, unfortunately. They might get the psychiatrist to the Garda station but often, by the time the psychiatrist arrives the psychosis has waned a bit and they are not detained. That is a judgment call as nobody wants to see anyone lose their liberty but a call has to be made.

Order of Business (3 Oct 2013)

Dessie Ellis: We have all experienced noisy neighbours and the feeling of powerlessness in dealing with them. The hands of the Garda Síochána are tied. The noise nuisance Bill has powers to impose on the spot fines as well as mediation. When will the Bill be brought before the House? It is a major issue when neighbours have parties.

Dessie Ellis: ..., although we urge the Government to fund these services according to need rather than leaving them at the mercy of restricted budgets. The Government needs to restore community confidence in the Garda. The community needs to feel it can report crimes. Incidents such as what happened in Rossport recently will not instill confidence in the Garda. What effect will this have on women who...

Road Traffic Bill 2011[Seanad]:Report and Final Stages (20 Apr 2011)

Dessie Ellis: ...issue. I have experienced it on numerous occasions, as I am sure most Deputies have. Deputy Dooley has proposed his amendments because he is concerned that the discretion it is proposed to give to gardaí under the amended sections 12(6) and 12(7) of the 1994 Act would mean that the compulsory power currently given to gardaí with regard to blood testing would become a discretionary...

Non-Use of Motor Vehicles Bill 2013: Second Stage (24 Apr 2013)

Dessie Ellis: .... It will also stop drivers falsely claiming that they have put their cars off the road and seeking refunds of motor tax. Of course, some will continue to attempt to avoid both the tax and the reach of the Garda Síochána but these steps will make that more difficult. The move away from requiring a garda witness for a declaration of non-use could also help to free up...

Joint Oireachtas Committee on Transport and Communications: Conviction Rates for Drink Driving: Discussion (25 Nov 2015)

Dessie Ellis: I thank the Garda and the RSA for their presentations. It is worrying that one person in ten has admitted to drink driving in the surveys that have been done. That is a massive number. I thought we had moved on as society. The attitude of the 62% who seem to think there is nothing wrong with drink driving is also shocking.

Joint Oireachtas Committee on Disability Matters: Decongregation of Mental Health Settings: Mental Health Commission (8 Dec 2022)
