Seanad: Adjournment Matters. - Oviedo Convention. (4 Dec 2002)

Mary Henry: I am pleased the Minister of State is taking this debate because he and I had such success with our previous debate. I would like to thank him for his help in restoring the clinical psychology course in Trinity College. The points he made that evening were very relevant when the whole matter was reconsidered. This is an area which interests the Cathaoirleach who, as a former distinguished...

Seanad: Adjournment Matters. - Oviedo Convention. (4 Dec 2002)

Mary Henry: I thank the Minister of State for his reply. His suggestion about signing the convention with reservations in respect of articles with which there is a difficulty is a good idea because, as he correctly stated, we are not in a position to say how long it will take the commission to do its work.

Seanad: National Tourism Development Authority Bill, 2002: Report and Final Stages. (5 Dec 2002)

Mary Henry: I second the amendment. It would be worthwhile including it because the current practice is to send people abroad for some part of their training and it would be as well to state it in the Bill.

Seanad: National Tourism Development Authority Bill, 2002: Report and Final Stages. (5 Dec 2002)

Mary Henry: I second the motion. As the Minister knows, there are already disputes between guest houses as to whether they are or are not on lists, because it costs money to be on them. It would be wiser to have the approval at the beginning of the list of accommodation.

Seanad: National Tourism Development Authority Bill, 2002: Report and Final Stages. (5 Dec 2002)

Mary Henry: I second the amendment. I spoke earlier about the unsatisfactory provisions for the registration of guesthouses. If they are all registered on one list or another, what is the point of making improvements to ensure they can be placed on a list?

Seanad: National Tourism Development Authority Bill, 2002: Report and Final Stages. (5 Dec 2002)

Mary Henry: I second the amendment. It seems eminently sensible that there should be universal standards in terms of the requirements of accommodation facilities.

Seanad: National Tourism Development Authority Bill, 2002: Report and Final Stages. (5 Dec 2002)

Mary Henry: I move amendment No. 14: In page 17, between lines 29 and 30, to insert the following: "(3) No money may be paid by the Authority either directly or indirectly to any persons or organisations in breach of the Equal Status Act, 2000.".

Seanad: Order of Business. (10 Dec 2002)

Mary Henry: I support the request for a debate on electronic voting and the Zerflow Limited report. It is extraordinary and worrying that a Department should commission a report and then rubbish it immediately on publication. This is not a party political issue and Members would not address it as such.

Seanad: Planning and Development (Amendment) Bill, 2002: Second Stage. (10 Dec 2002)

Mary Henry: While I welcome the Minister of State, I do not welcome the Bill. I hope those Senators in the Government parties who were Members of the last Seanad read the eulogies they delivered about the section dealing with social housing when the original Bill passed through the House just two years ago. I am certain that the pressure to make these changes has not come from the local authorities but...

Seanad: Planning and Development (Amendment) Bill, 2002: Committee and Remaining Stages. (11 Dec 2002)

Mary Henry: Amendments Nos. 1 and 2 are related and may be discussed together.

Seanad: Alcohol Consumption by Young People: Statements. (11 Dec 2002)

Mary Henry: I welcome the Minister of State to the House and I particularly welcome the mention in his speech of the fact that alcohol has been identified as such an important risk indicator in teenage pregnancy and the transmission of sexually transmitted infections. An even more serious issue I want to address is the importance of alcohol in drug-induced sexual assaults. I have here the figures from...

Seanad: Order of Business. (12 Dec 2002)

Mary Henry: I am delighted to see the Criminal Law (Insanity) Bill, 2002, on the Order Paper and I congratulate the Leader on bringing it before the Seanad because it will receive a good initial examination here. I join Senator Feeney in saying how glad I am that padded cells are being phased out of prisons. I do not know where these prisoners will be put because there are dreadful problems in the...

Seanad: National Tourism Development Authority Bill, 2002: Report Stage (Resumed) and Final Stage. (12 Dec 2002)

Mary Henry: I thank the Minister for his reply. I do not for one instant believe he approves of anything in the way of discrimination. Why in heaven's name would he have brought the Equal Status Act through the House and dealt with it with such care and consideration if he did not support it? I thank Senators for their support for this amendment. It is sad to think that Senator O'Rourke, Senator White...

Seanad: National Tourism Development Authority Bill, 2002: Report Stage (Resumed) and Final Stage. (12 Dec 2002)

Mary Henry: I would never dream of having Senators on the Government side vote against their conscience, which I imagine some of them might have to do. I withdraw the amendment.

Seanad: National Tourism Development Authority Bill, 2002: Report Stage (Resumed) and Final Stage. (12 Dec 2002)

Mary Henry: I second the amendment. It is important that we do this given that the report should be seen internationally. It is not just for local consumption.

Seanad: National Tourism Development Authority Bill, 2002: Report Stage (Resumed) and Final Stage. (12 Dec 2002)

Mary Henry: I second the amendment. The section is very politically correct in referring to "the chief executive officer in the performance of his or her duties", which I am very glad to see. However, we will not get value for money from a chief executive officer whose hands are so tied that when speaking before the Committee on Public Accounts, he or she is not even in a position to expound on the...

Seanad: National Tourism Development Authority Bill, 2002: Report Stage (Resumed) and Final Stage. (12 Dec 2002)

Mary Henry: I thank the Minister for the time and thought he invested in the amendment I tabled and for his promise to try to reflect its spirit in the legislation. I hope he will consider the point made by Senator White regarding the composition of the board and ensure each gender has at least 40% representation.

Seanad: Domestic Violence (Amendment) Bill, 2002: Second Stage. (17 Dec 2002)

Mary Henry: I must interrupt the debate to allow the Leas-Chathaoirleach to present the Fourth Report of the Committee of Selection. Debate adjourned.

Seanad: Domestic Violence (Amendment) Bill, 2002: Second Stage (Resumed). (17 Dec 2002)

Mary Henry: It is unfortunate to have to deal with such a Bill but following the ruling of the Supreme Court we all realised it was essential to amend the legislation at the earliest opportunity. The Leader was correct to ensure that all Stages of the Bill would come before the House today. It is sad to think that violence against women can be judicial as well as domestic. On the Order of Business...

Seanad: Domestic Violence (Amendment) Bill, 2002: Second Stage (Resumed). (17 Dec 2002)

Mary Henry: I have heard many stories. A heavily pregnant woman told me her arm was broken when her husband rolled over it in the bed. We need to make a greater effort to deal with these cases, not just in the courts but in accident and emergency units and within general practice. We should look closely at the work carried out by Dr. Bradley in this regard to see if we can prevent such incidents and...
