Michael Creed: EU Regulations governing the Basic Payment Scheme 2015 to 2019 provide for various methods of transfer of entitlements including long term leasing. The Regulations also provide for the application of Force Majeure under certain circumstances. The provisions of the current CAP reform are due to expire in December 2019.
