Paul McAuliffe: We do not know what the consequential impact of any incident is, to be fair, Commissioner. The point is significant resources seem to have been deployed to restore to the gardaí the controlled delivery which they had delivered. The question is whether the threat could have been addressed without the controlled delivery.
