Rose Conway-Walsh: 153. To ask the Minister for Finance the methodology for calculating tax revenue projections in the Stability Programme Update, making particular reference to whether tax revenue projections are carried out on a no-policy change basis, or if it is assuming adjustments to credits and bands in line with inflation; and if he will make a statement on the matter. [23424/24]

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Proposals (22 May 2024)
Rose Conway-Walsh: Does Professor Maguire mind if I go on with some of the other questions? We have limited time.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Proposals (22 May 2024)
Rose Conway-Walsh: The Leas-Chathaoirleach can do so during his questioning. I want to look at the increase in the profits for European arms companies since the invasion of Ukraine and the unfolding genocide in Palestine. Would it be fair to say that we are seeing record profits for European arms manufacturers? Perhaps our guests would speak to that.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: I thank the witnesses for being here today. It is very important that they are. I thank them for coming back, because we are trying to finalise the report we are producing on an all-Ireland economy. I thank them for giving of their time today. I recognise what happened yesterday and commend the Government, after ten years, for the recognition of the state of Palestine.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: Exactly. There has been an agreement across these Houses. I recognise how important it is, as is the Good Friday agreement. I am sure Senator Black will refer to it. I welcome Senator O'Hara, our new member. I read the witnesses' statements with interest. I want to begin by asking an overall question on the IIEA report. We heard from its authors that reunification could cost...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: When I talked about the tax situation and PRSI, the authors of the report said it would be neutralised, or that it was insignificant. Could Professor Doyle tease that out a little?
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: With regard to pensions, there are 110,000 British people living here at present, and there are Irish people here who are entitled to pensions from the UK. You come across the latter all the time. Obviously, it is a continuous liability on the British state, regardless of any constitutional change. Would that not automatically mean that, in respect of those who paid contributory pensions...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: Would Britain not have to do the same thing for expatriates in Spain, France and other countries?
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: Obviously, we welcome all discussions on this but we want them to be based on a reality. To carry out an assessment on a static situation is really not helpful to the conversation, as Professor McGuinness pointed out. I have a question for Professor McGuinness or Dr. Bergin. German reunification has been cited continuously in support of the €20 billion estimate. What are the...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: That would be crazy. That has never happened in any economy, or has it?
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: Of course, excess capacity could be used for human capital on an all-island basis as well, which would benefit the South in a huge way. To be clear, our taxation policy on PAYE is such that it will be the portion above €140,000 that we will ask people to pay as a solidarity tax, and that will bring in €386 million that can be spent on all the issues we are talking about here....
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: Yes, but obviously, in terms of investment in housing, health and everything else, CEOs need to be able to make the decisions relating to location-----
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: All-Island Economy: Discussion (Resumed) (23 May 2024)
Rose Conway-Walsh: I just wanted to put on record that it will relate to just the portion above €140,000, for better distribution.
- An tOrd Gnó - Order of Business (28 May 2024)
Rose Conway-Walsh: I am glad the Minister for Social Protection is beside the Taoiseach. She might be able to answer this question. She recently announced changes to jobseeker-related benefits. I was contacted by a woman from County Mayo who has worked 30 hours a week cleaning a school for eight years. Every summer, she is forced to sign on. She told me she dreads the summer, every year is a struggle and...
- An tOrd Gnó - Order of Business (28 May 2024)
Rose Conway-Walsh: It is really important as there is a lot of anxiety around that.
- Local Authority Housing Maintenance and Repair: Motion (Resumed) [Private Members] (28 May 2024)
Rose Conway-Walsh: The Deputy is actually over time, and that is not for the first time either. This is an important issue. The reason it is important is that it is simple to fix, and it could have been fixed. I am sorry the Minister of State, Deputy Dillon, is not here because his party has been in government for 13 years. To be at this stage after 13 years is not acceptable. The Minister of State will...
- Ceisteanna Eile - Other Questions: Schools Building Projects (28 May 2024)
Rose Conway-Walsh: 7. To ask the Minister for Education and Skills when a school (details supplied) will have a plan for a new school; and if she will make a statement on the matter. [23898/24]
- Ceisteanna Eile - Other Questions: Schools Building Projects (28 May 2024)
Rose Conway-Walsh: This question is about Castlebar Educate Together School. The school operates over three campuses and has 150 pupils. The Minister will be familiar with the school because she visited it in September 2022. She promised them at the time a new school but nothing has been delivered since. She asked them to submit possible locations and sites and they did that immediately but they cannot get...
