Bernard Durkan: The Department of Justice, Equality and Law Reform miraculously opted out without any explanation. This is typical of that Department and it is cynical in the way it treats the House. The Ceann Comhairle needs to protect us in the Opposition because to allow that is to treat the House with contempt.
