Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: Thank you. That is just for my own knowledge.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: The amendment refers to "Online content by which a person intentionally engages in offensive conduct of a sexual nature contrary to section 45(3) of the Criminal Law (Sexual Offences) Act 2017". How can the intention of a person be judged? That is the first question that springs to mind. Should it not just be that unsolicited pictures of this type are an offence, full stop? If a person...

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: As I said, if a person claims it was not his or her intention to cause fear or distress in sending an unsolicited picture of a sexual nature, does that mean that no offence has been committed?

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: Is that something the Department or the Minister would look at?

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: I know that, but it is not great if a person who sends an unsolicited picture to another person can claim that an offence has not been committed because he or she did not mean to case distress or offence. This is the Online Safety and Media Regulation Bill. It is about online safety. I am flagging up that the provision is not necessarily strong enough.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: I could not stand over the Minister's position. It does not reflect what we are trying to do with the Bill.

Water Policy: Statements (9 Nov 2022)

Imelda Munster: First, I wish to raise the issue of the Drogheda wastewater treatment plant. I have seen media reports that Irish Water has said that it is executing a programme of capital works at the plant through 2021 and 2022, but we have yet to see any benefit whatsoever from those works. The ongoing issue of foul odours has been raised multiple times by residents, and the EPA has issued directives to...

Water Policy: Statements (9 Nov 2022)

Imelda Munster: Second, the treatment plant is not up to capacity to reach Drogheda's projected population increase. During a tour of the Staleen water treatment plant in August 2018, I asked the representatives at the plant whether the plant would be able to deliver increased volumes of treated water to Drogheda and south Louth. I was told repeatedly by Irish Water representatives at that meeting that it...

Imelda Munster: Okay.

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: I move amendment No. 309: In page 131, line 38, to delete “may” and substitute “shall, as soon as practicable after the establishment day”. These amendments are fairly straightforward. Amendment No. 309 states, "In page 131, line 38, to delete "may" and substitute "shall, as soon as practicable after the establishment day"." That is to ensure that the content...

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Select Committee on Tourism, Culture, Arts, Sport And Media: Online Safety and Media Regulation Bill 2022: Committee Stage (Resumed) (26 Oct 2022)

Imelda Munster: In respect of community media and local radio, the purpose of the amendments we have submitted is to ensure that community television, and not only community radio, can also avail of schemes. This amendment doubles up the order to include the local radio broadcasters that have been omitted despite having been included in the original scheme, as the Minister mentioned, by the then Minister,...

Retained Firefighters: Motion [Private Members] (15 Nov 2022)

Imelda Munster: The retained fire service carries out an invaluable service in all communities right across the State. The work its members undertake involves a significant sacrifice, yet their pay and working conditions do not match the significant time, effort and sacrifice involved. Therefore, it is little wonder that the service is haemorrhaging firefighters. The loss of such dedicated, highly trained...
