Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: Mr. Banks said the Department could not find another model. However, the Comptroller and Auditor General makes the point that, because there was no competitive procurement process, the risk of the best price and quality accommodation and services not being obtained was increased. That point was made in terms of the Department making that adjudication.

Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: Those are the cold figures. Even though what is being provided by the city council is not still acceptable, the point is that people can walk out their doors and access facilities in the city centre. People in Mosney are a long way from accessing any type of facilities for their day-to-day lives. Last year, the State paid €43.5 million to eight direct provision operators. Mosney...

Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: That would hold true in terms of facilities for children and child care being picked up by the Minister for Children and Youth Affairs, who is on our television screens at the moment. That was the subject of the Irish Refugees Council report on children in direct provision relating to decent child care facilities and so forth. What is the situation?

Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: If a person does not have much money in his pocket, there are not many places he can go in terms of accessing general free public services. It is a catch-22 as well.

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriations Account (Resumed)
Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: I know that. I am only teasing it out. Mosney has become a long-term centre. Has it been analysed in terms of alternatives? That leads me onto my next point. We are all well aware of the difficulties in accessing accommodation. What is the Department's role in terms of this issue, the Rebuilding Ireland programme and the contribution of the Department to that programme? Is the...

Shane Cassells: Does the Department share them? Obviously, this transcends to the Department of Housing, Planning, Community and Local Government in terms of the debates with the Minister for Housing, Planning, Community and Local Government, Deputy Coveney, and the Minister of State, Deputy English. How is the Department of Justice and Equality dealing with this? Is it sharing its strategy? Is the...

Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: What is the reason for the one-in-six statistic? If the housing assistance payment is supposed to help them, what is the prohibitive factor in moving out for those who have been cleared?

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriations Account (Resumed)
Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: I appreciate that. It is the same in every town. There are towns in my constituency where there is one property for rent. That leads into the process of my philosophy of whether the Department should be acquiring property.

I am just trying to get a sense of the real long-term policy. On the one hand, the Department is ruling out actual integration, but, on the other, it seems to have been scared off the process of acquiring buildings for fear of threats in local communities. That is why I prefaced my remarks. As a society, are we not moving into that space? We saw what happened in...

Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: I can tell Mr. Waters that, from memory, it was something a person might suffer for one week, but one would not live there long-term.

Other Questions: IDA Supports (16 May 2017)

Shane Cassells: 54. To ask the Minister for Jobs, Enterprise and Innovation if she will liaise with IDA Ireland and Meath County Council to help to facilitate and expedite the provision of a football pitch on IDA Ireland-owned lands in the Johnstown area of Navan, County Meath for the purpose of providing facilities for this residential area of Navan; and if she will make a statement on the matter. Other Questions: IDA Supports (16 May 2017)

Shane Cassells: I am delighted to raise the IDA Ireland business park in Navan with the Minister. I know that having worked in nearby Rathfeigh some time ago, she has a good appreciation and knowledge of this part of Navan and County Meath. I want to raise two questions with her. First, what progress is being made in securing additional investment in the IDA Ireland business park in the Johnstown area of...

Other Questions: IDA Supports (16 May 2017)

Shane Cassells: The area in question has grown exponentially since the era when the Minister lived nearby. Approximately 10,000 people are now living in 3,000 homes in this pocket of Navan. As a growing town, Navan needs substantial attention when it comes to jobs, especially considering that one of the main employers in the area, Tara Mines, is in a precarious position because it is involved in the...

Other Questions: IDA Supports (16 May 2017)

Shane Cassells: I am disappointed to hear that. I appeal again to the Minister to work on this issue with Meath County Council and my colleague in Navan, Councillor Tommy Reilly. The successes at the IDA Ireland park in the town include Generali PanEurope, Timoney Technology, Welch Allyn and Lir Chocolates. Last Christmas, the Meath County Council's director of economic services, Kevin Stewart, submitted...
