- Order of Business (24 Mar 2015)
Ray Butler: When can we expect publication of the criminal justice (community sanctions) Bill, the purpose of which is to provide a modern statement on the law governing community sanctions and the role of the Probation Service in the criminal justice system? This issue was highlighted recently in respect of the poor box system in the courts. We must examine this issue.

Ray Butler: It was because Deputy Paul Murphy came along.
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Ray Butler: Deputy Boyd Barrett said the onus should be put back onto the doctor, but if I was in a practice I would not like the onus put on me solely. People sometimes go to their doctor with an ailment and look for a disability payment, but in certain cases they are fit for work and that puts the doctor in the position of being judge and jury, which is a terrible thing. They are under enough...
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Ray Butler: It would be wrong to put anybody practising medicine in the position being suggested by Deputy Boyd Barrett. The person concerned would end up being judge and jury, the pressure of which would be untold.
- Committee on Education and Social Protection: Select Sub-Committee on Social Protection: Social Welfare (Miscellaneous Provisions) 2015: Committee Stage (25 Mar 2015)
Ray Butler: I would use the word “vulnerable” because they would be under greater pressure to make a decision, rightly or wrongly. We have seen this happen during the years. We regularly hear in our constituency offices that serious pressure has been put on the people concerned who are under enough pressure as it is.

- Order of Business (26 Mar 2015)
Ray Butler: Another couple of tonnes of diesel sludge was dumped on a roadside in County Louth the other night, costing the taxpayer and the local authority hundreds of thousands of euro to clean up. When is it expected to publish a Bill to strengthen the powers of the Criminal Assets Bureau in forfeiting the proceeds of crime? I refer to No. 124, proceeds of crime (amendment) Bill.
- Order of Business (1 Apr 2015)
Ray Butler: Commissioner Phil Hogan has spoken about diesel laundering in the Border areas and the contamination of water supplies, with consequential suffering for businesses, specifically farming businesses. We need a full debate on this serious issue in this House. When is publication expected of the criminal justice (freezing and confiscation) Bill, which is to transpose Directive 2014/42/EU of the...

- Joint Oireachtas Committee on Education and Social Protection: Medical Eligibility Criteria for Social Protection Payments: Discussion (29 Apr 2015)
Ray Butler: I welcome the officials from the Department of Social Protection and the groups that represent people with disabilities. Politicians, in their constituency offices, receive a lot of representations from people who seek help to fill in these forms. The Department has said to us that it has met or is meeting with consultants and GPs. I would like forms to be given to GPs or consultants. ...

Ray Butler: I wish to ask the Tánaiste about the expected publication date for two Bills. The first is the criminal justice (victims rights) Bill, to strengthen the rights of victims of crime and their families and to give effect to a proposed EU directive. The second Bill is No. 123, the prisons Bill, the purpose of which is to consolidate and restate prison law in modern terms. I note today...

- Order of Business (10 Jun 2015)
Ray Butler: When is publication expected of the greyhound industry Bill? It is very sad to see the protests outside today on the sale of Harold's Cross due to the bad management of the last Government and the €30 million debt. Somebody has to be held accountable for the Limerick track disaster also. When is publication expected of the noise nuisance Bill?
- Joint Oireachtas Committee on Education and Social Protection: Citizens Information Board: Chairperson Designate (10 Jun 2015)
Ray Butler: I thank Ms Mangan for coming in. She spoke of micro-loans. The problem in credit unions is that there are credit rating bureaus now coming in from the Central Bank and there are new rules and regulations. Those who got behind through no fault of their own with the Celtic tiger crash have renegotiated their loans but staff in a building society, credit union or bank can press a button and...
