Seán Kyne: Gabhaim buíochas as sin. Tá a fhios agam go raibh moltaí ag an gConradh. B'fhéidir go mbeimid in ann cóip de na moltaí sin a sheoladh ar aghaidh arís.

Seanad: An tOrd Gnó - Order of Business (5 Jul 2023)

Seán Kyne: We had a very interesting debate with the Irish Dental Association at the Committee on Health this morning, and I have had some dealings on issues of dentistry in my constituency last year where an orthodontic practice closed, which had consequences for patients and for patient care for a time. The Irish Dental Association states the legislation governing dentistry, the Dentists Act, is...

Seán Kyne: I am advised by Senator Malcolm Byrne that we have another visitor, Councillor Nicholas Crossan of Donegal County Council. He is very welcome to the Gallery. I also welcome Chelsea Canal, a student at Villanova University, who is interning with Senator Malcolm Byrne and has a particular interest in media. She picked a good couple of weeks to be here and be involved in the discussion and...

Seanad: An tOrd Gnó - Order of Business (6 Jul 2023)

Seán Kyne: I join in tributes to the late Brendan Daly. I never met Mr. Daly but I am aware of his role and of his service to the people of Clare and to the country. Ar dheis Dé go raibh a anam dílis. My good friends in Inland Fisheries Ireland are before the Committee of Public Accounts today and I was watching them all morning. They have an awful tale of woe, upset and having been...

Seanad: An tOrd Gnó - Order of Business (6 Jul 2023)

Seán Kyne: -----but he had a good working relationship with them. I am not sure what it was. Everything is wrong except the executive, which is doing a tremendous job according to himself. There are no issues. He apologised for a number of issues which are on the public record there. I welcome any apologies but I just find the stuff I am hearing today from officials, both within Inland Fisheries...

Seanad: Energy (Windfall Gains in the Energy Sector) (Temporary Solidarity Contribution) Bill 2023: Second Stage (6 Jul 2023)

Seán Kyne: The Minister of State is welcome. I am taking this Bill on behalf of my colleague, Senator McGahon, who cannot be with us. I welcome the introduction of the Bill and look forward to it being enacted. The Title to the Bill contains a word with which we can all agree, namely, "solidarity". What we are looking at here is a temporary solidarity tax. It is clear that the consequences of the...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tax Code (12 Jul 2023)

Seán Kyne: I thank the Minister of State for the comprehensive response on what we have done in the past and in budget 2023. It is important that the programme for Government commitment to a tax package that will benefit workers in this country and the summer economic statement are followed through on. It is essential to put money back in people's pockets to help them deal with the rising prices of...

Seán Kyne: I join with other Senators in thanking Martin Groves, Bridget Doody and everyone else in the Seanad Office and all those in the Houses of the Oireachtas for their work and diligence over the last months. Seanad: Wildlife (Amendment) Bill 2016: Motions (13 Jul 2023)

Seán Kyne: I welcome the Minister of State and thank him for his comments. I was Minister of State in the Department when the Bill went through Committee Stage in the Seanad. I acknowledge the significant amount of work Senator Higgins put into it. There were a large number of amendments. The Minister of State noted that five non-Government amendments were accepted by me at the time. It goes to...

Seanad: Wildlife (Amendment) Bill 2016: Motions (13 Jul 2023)

Seán Kyne: To summarise the debate on the last occasion, concerns were expressed regarding the impact NHAs may have on certain community projects. We are talking about small sections of NHAs and not about damage to large sections. Pitches, for example, were mentioned. The sports capital grant process has opened. In this context, if a community wanted to build a running or walking track around a...

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: The witnesses are very welcome this morning. I thank them for the statement, information and images they submitted to us and that were on display as Mr. Gunning was speaking. Many of us visited the site last year. It is a wonderful structure. The images quite clearly show the progress that has been made to date. I have a few questions. Mr. Gunning mentioned that BAM has not issued a...

Seán Kyne: How often does the board meet representatives of BAM to discuss progress and engage?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: Mr. Gunning mentioned the low output, which is the crux of the issue. The percentage was as low as 30% at certain times during the period. Has BAM given any reason as to why workers are not on site?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: From the outside, the building looks substantially complete. Mr. Gunning has given a figure for that. Internally, according to him, 27 of 3,000 rooms have been completed. It is hard to fathom why BAM has committed to 3,000 rooms at this stage. What amount of work has been done on all those rooms? Have they been substantially completed?

Joint Oireachtas Committee on Health: Update on New National Children’s Hospital: National Paediatric Hospital Development Board (12 Jul 2023)

Seán Kyne: I thank Mr. Devine for that. I believe Mr. Gunning said on the last occasion that a high percentage of the value of the claims relates to a small number of individual claims. Is that still the case? Could he expand on the main drivers of claims?
