Stephen Donnelly: It is not very satisfactory. I am not asking a curveball question, it goes to the very heart of the levy and the legislation before us. It is no reflection on the Minister of State, I know that he is stepping in for the Minister, Deputy Harris, but it is hardly satisfactory.
