Batt O'Keeffe: My Department received an appeal from the candidates referred to by the Deputy. The appeal was made on the grounds of a change in circumstances. My Department examined the appeal and it was determined that there was not satisfactory evidence to prove a change in circumstance which is likely to be permanent therefore the decision of the assessing authority was upheld.
