Martin Conway: I am trying to get my head around what changed between 2 May and 9 May. On 2 May the Minister told Deputy Cullinane that the regional executive officers were carrying out a capacity review. One week later he announced a HIQA review. I want to know what changed in seven days.

Martin Conway: I will conclude because I know time is up, but it would be worth the Chair's while to read the transcript of Deputy Crowe's local radio interview the day after that announcement was made. An expectation was created that is totally and utterly inappropriate.

Martin Conway: Sure. While we are talking about the HSE, Ms Clyne mentioned the recruitment embargo in her opening statement. It is very concerning that the HSE gave the IMO a commitment literally the day before the recruitment embargo was put in place. Will Ms Clyne speak a little bit more to the timeline and exactly what happened because that is a total breach of trust? It is very worrying.

Martin Conway: It is because the reconfiguration happened and the capacity was not put in place. That is history. What I want to know is the IMO's view on what can and should be done to resolve it.

Martin Conway: There is a HIQA review into emergency capacity in the region taking place at the moment. I am not sure whether the terms of reference will allow the IMO to make a submission but, as somebody who represents the mid-west, I am curious as to the organisation's view on what should be done regarding emergency capacity at UHL.
