Joint Oireachtas Committee on Transport, Tourism and Sport: Scrutiny of EU Legislative Proposals (28 Sep 2021)

Gerry Horkan: I apologise for that. I see everyone smiling; being on mute is a fairly regular occurrence by now. I wish to come back at this stage, because I was conscious of time constraints at the start. In the end, we have reached 11.30 a.m. with everyone contributing, including some being afforded a good bit of time. I do not know if any of our contributors has-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Scrutiny of EU Legislative Proposals (28 Sep 2021)

Gerry Horkan: Since 1992 we have been talking about the euro pass and the idea of a European identity card. The British were aghast at the concept of it. It was said it would bring down the government. There is a touch of that about some of this and how possible it is. On balance, having listened to the last two hours there is a lot of potential for it to go well but it requires buy-in. Everyone said...

Joint Oireachtas Committee on Transport, Tourism and Sport: Scrutiny of EU Legislative Proposals (28 Sep 2021)

Gerry Horkan: Okay. I thank all of the contributors.

Seanad: Criminal Justice (Smuggling of Persons) Bill 2021: Committee Stage (7 Oct 2021)

Gerry Horkan: Next Tuesday.

Gerry Horkan: Next Tuesday at noon.

Seanad: An tOrd Gnó - Order of Business (14 Oct 2021)

Gerry Horkan: Senator Buttimer said pretty much exactly what I was going to say, but I will say it a little bit differently. I want to build on the comments of Senators Ahearn and Buttimer. The figures do not lie. Professor Philip Nolan spoke on the radio this morning. Everybody is calling for certainty, but unfortunately if certainty was given today, it might be the wrong certainty. It might be the...

Seanad: Finance (European Stability Mechanism and Single Resolution Fund) Bill 2021: Second Stage (14 Oct 2021)

Gerry Horkan: I welcome the Minister for Finance, Deputy Paschal Donohoe, to the House after what I am sure was a very busy 48 hours. In fact, it is exactly 48 hours since he rose to his feet to start his budget speech. He is very welcome to the House once again.

Seanad: Finance (European Stability Mechanism and Single Resolution Fund) Bill 2021: Second Stage (14 Oct 2021)

Gerry Horkan: The Minister has ten minutes; group spokespersons have eight minutes and all other Senators have five minutes.

Seanad: Finance (European Stability Mechanism and Single Resolution Fund) Bill 2021: Second Stage (14 Oct 2021)

Gerry Horkan: I thank the Minister for his very detailed and comprehensive opening statement. I remind Members that, while all group spokespersons have eight minutes, this should be considered a maximum rather than a target. The Minister has covered a lot of the detail of the Bill but Members may, by all means, engage in debate on it.

Seanad: Finance (European Stability Mechanism and Single Resolution Fund) Bill 2021: Second Stage (14 Oct 2021)

Gerry Horkan: I thank the Senator for his remarks. It would be remiss of me not to acknowledge that the Minister has been appointed President of the Eurogroup. It is great honour for him, and for Ireland, to hold the position. As no other Senators have indicated a wish to speak I invite the Minister to conclude the debate.

Seanad: Finance (European Stability Mechanism and Single Resolution Fund) Bill 2021: Second Stage (14 Oct 2021)

Gerry Horkan: When is it proposed to take Committee Stage?

Gerry Horkan: Is that agreed? Agreed.

Gerry Horkan: When is it proposed to sit again?

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: Mr. Ó Céidigh is welcome. With the Chairman, former Senator and now Deputy O'Donnell, Senator Buttimer and Senator Craughwell, we were all in the Seanad together.

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: As such, I know Mr. Ó Céidigh a little better than some other members of the committee. For the many reasons he stressed in his opening statement, he is an excellent choice. It does not just have to do with his business background, but also his aviation business background; he is from and lives in the west; and he ran an airline out of Dublin while still living in the west.

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: That is a point on which I am not sure anyone has touched. I was in EY a million years ago while training to be an accountant, so I know the company better than many people. To have won those awards and be brought back as a judge says a great deal about Mr. Ó Céidigh's talents and abilities that perhaps many of us do not totally appreciate. I am speaking as someone who had...

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: I am happy to make a separate trip to Cork Airport. The chair of Dublin Airport will be here next week.

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: I do not know half enough about Shannon Airport. If I did and others did, then people might use it more.

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: I hope Mr. Ó Céidigh is appointed chair of the Shannon Group. The group is primarily made up of the airport and everything around it but it is also has a big property portfolio and Shannon Free Zone, which used to be known as the Shannon Development Zone. The group is much bigger than the airport. I do not have enough knowledge about the airport, and I am sure other members of...

Joint Oireachtas Committee on Transport, Tourism and Sport: Shannon Group: Chairperson Designate (7 Oct 2021)

Gerry Horkan: Certainly Mr. Ó Céidigh has my very best wishes and support.
