John O'Mahony: In response to my question, the Minister said that the regulator may decide on the noise levels. In other words, the regulator may uphold the current restrictions. The Minister also said that this is unacceptable. Am I correct that he is saying that he cannot allow a situation whereby the progress and growth of Dublin Airport would be compromised?
