Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Gerry Horkan: I thank Senator Craughwell for facilitating me. I also thank the Minister of State. He and I were on Dún Laoghaire-Rathdown County Council together a few years ago and we know each other well. He is excellent and is the right fit for this brief, being so up to speed with IT and so on. I got my digital certificate yesterday morning in the middle of our previous meeting, which was...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Gerry Horkan: I asked about the airlines. Has the Minister of State been talking to them? We have heard that Aer Lingus is involved. Can the State or the Government, through the Dublin Airport Authority, the Shannon Group or other airports, be proactive? We should front-load this process and bring it back to the earliest possible point so that people are not being told at the airport that whatever they...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Gerry Horkan: I had to check my certificate yesterday because I was not sure if I had put down Gerry or Gerald, which is the name on my passport. Thankfully, it was the same as my passport name. If somebody does have a different name, but the date of birth on the digital certificate and the passport are the same, the surname is the same and the first name is very similar, I hope the airlines will not try...

Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: I thank the witnesses and Mr. Hendrick for his opening statement. I read it last night. I am not a technophobe but it was a jargon-filled statement, if he does not mind me saying so. I think I got my head around most of it. I was the chair of the Southern and Eastern Regional Assembly in 2014. I remember chairing a meeting of 53 councillors from Fingal across to Clare and down to Kerry...

Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: I am sorry to cut across Mr. Hendrick. If he is saying that NBI has to target 96% of the landmass which represents 23% of the population, is it fair to say that the other 77% who are not being targeted live on 4% of the landmass?

Joint Oireachtas Committee on Transport, Tourism and Sport: Business of Joint Committee
Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: NBI is effectively having to develop on parts of the landmass that do have broadband in order to get to the places that do not.

Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: At this stage, we are at less than 5% delivered. NBI has a detailed website. Perhaps the plan as outlined by Mr. Hendrick could be put on that website so that people can see that X amount are ready now, by December that figure should be 60,000 and by next March it should be 90,000. It could include the 108,000 premises referred to and the 195,000 premises that are going into the system....

Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: I am not looking for a cost for each of the individual 544,000 premises. Clearly, it is a national network. Delivering post to a very remote location costs more than delivering to an apartment block, and it is the same with electricity and so on. I am looking for the average cost, that is, the total cost of the programme divided by the total number of premises. What is the cost?

Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: To clarify, of the 227 areas that NBI has broken the country down into, only 33 of them have commenced. Is that correct?

Joint Oireachtas Committee on Transport, Tourism and Sport: Business of Joint Committee
Update on National Broadband Plan: National Broadband Ireland
(15 Sep 2021)

Gerry Horkan: I thank the witnesses for their contributions. I can see there is a lot of work being done but, clearly, time is of the essence. I ask that the website is updated with as much information as possible with regard to the plan.

Seanad: An tOrd Gnó - Order of Business (21 Sep 2021)

Gerry Horkan: It seems that Senator Maria Byrne and I will be following each other around for the rest of our lives after the by-election. We always tend to speak before or after each other. It is interesting being on this side of the Chamber. I was the final Fianna Fáil speaker in the previous Seanad, sitting on the opposite side, and that was on 27 March 2020 and the start of the pandemic. We...

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: Senator Maria Byrne was not here earlier but she is more than welcome to make a contribution at this point. Then I will bring Senator Chambers in to respond to the debate. The Senator has six minutes.

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: I thank Senator Byrne. I call Senator Chambers to respond to the Minister of State.

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: I think the word is "forbearance". Senator Chambers is very welcome. While all legislation is very important, Senator Chambers' Bill is very important legislation, which is why I gave her a little bit of extra latitude in her response.

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: When is it proposed to take Committee Stage?

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: Is that agreed? Agreed.

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: Before I conclude today's business, I want to mention that it is my first time back in the Chair since 27 March 2020. I thank every Member of this House because I would not be here without the Members of the Oireachtas deciding to allow me to come back, so I do appreciate that. It is great to be back and to see everybody back in the Chamber. I will now ask the Deputy Leader when it is...

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)

Gerry Horkan: That is a better answer. Is that agreed? Agreed.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Cyber Security Centre Review: Discussion (22 Sep 2021)

Gerry Horkan: I thank the Minister of State for his opening remarks. It is a fairly sorry state of affairs when one considers the amount of money, time and effort that had to be invested. It would have been much better if the HSE could have spent the money and time doing other, more productive things than trying to firefight the crisis that arose. From the Minister of State's initial review of what...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Cyber Security Centre Review: Discussion (22 Sep 2021)

Gerry Horkan: Are there measures in place to share the information in these reports? The Minister of State does not have to tell us everything that happened. The information is obviously sensitive. We do not want people who are carrying out these kinds of attacks to know how they are being stopped from happening. Will that information be shared with other Departments? My concern is that if this can...
