- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Gerry Horkan: I have a question to which Ms Cullen O'Reilly or others might respond. Do we need to give everyone in every remote place fibre if alternative technologies in two or three years' time will be faster and better than what it provides now?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Gerry Horkan: On fibre.

Gerry Horkan: Does Mr. Campbell wish to contribute?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Gerry Horkan: Or even antigen tests. The Chairman might like to keep talking about them, but that is for another meeting.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Gerry Horkan: It is exactly the same, in that the PCR test is delivered more rapidly and its result delivered sooner than an antigen test's. Of course, it only takes 24 hours in the case of a PCR test, not seven years.

Gerry Horkan: I think it has given us-----

Gerry Horkan: I was going to finish up by thanking the witnesses. They have given us food for thought and questions to raise with representatives of NBI whenever they appear before us. Clearly, the witnesses' technologies have a role to play in the long term, but in the short term in particular. In 2014, I sat in a room with 53 councillors from 16 local authorities. They were being promised broadband...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: I have a couple of questions. I will first thank Ms Canavan for all she has been doing. I have seen her on the television at various briefings over the past year or so. In what is either a coincidence or a perk of being a member of this committee, I just checked my email and have received my digital Covid certificate. I can now answer some of the questions people have been asking about...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: I saw a graphic relating to the digital Covid certificate yesterday. There were criteria for eligibility for a certificate, which were that a person has been vaccinated, a person has tested positive for Covid, a person has had a negative PCR test or an antigen test which may or may not be applicable in certain countries, including Ireland. Am I right in saying that if a person has a...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: For how long is the digital Covid certificate I have received valid after vaccination? That is the certificate most people will be receiving.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: If someone has not been vaccinated and gets a PCR test, for how long is a digital Covid certificate valid in those circumstances?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: That certificate is almost literally just to get somebody on an aeroplane.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: In order to come back into Ireland, will a person who has travelled in those circumstances have to apply for another digital Covid certificate in another country?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: In that case, people who are intending to travel should get vaccinated or have already tested positive for Covid.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: No, obviously not. The certificates based on PCR and antigen tests are inflexible relative to those available for people who have been vaccinated or who have had Covid.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: I will put a question to Ms Canavan. Yesterday, I received a query from someone who was getting married to an American. The wedding is to be in Ireland in September, having already been postponed three or four times. The American relatives are reluctant to start booking flights and so on. Obviously, we do not want to import cases. I referred the person who contacted me to the website,...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: An American tourist who gets off an aeroplane after 19 July, who has been vaccinated and who can prove that with a certificate can get on the Aircoach if it is running, go to a hotel, and go out and socialise in a bar.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: I accept that the hospitality element is a fluid situation. I was sitting in the Seanad while listening to this meeting on my earphones, so I believe I picked up most of what was said. The digital Covid certificate is being used by hospitality in respect of vaccinated status and recovered status, as it were, but currently not in respect of antigen or PCR tests. What is the logic behind...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: I notice on Twitter that Deputy Éamon Ó Cuív has raised the issue that the name of the country is the Republic of Ireland as opposed to Ireland. Is that an oversight or is there a particular reason the Republic of Ireland is being used rather than the official name of the State, which is Ireland, because I would have thought that would have been the preference?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Gerry Horkan: Just to clarify, the name of the State is Ireland rather than the Republic of Ireland - that is the football team. The name of the country is Ireland.
