Select Committee on Transport, Tourism and Sport: Aircraft Noise (Dublin Airport) Regulation Bill 2018: Committee Stage (Resumed) (23 Jan 2019)

Brendan Ryan: I welcome the Minister's commitment to address this. It is important that the noise insulation scheme is included in this legislation in some way and that it is not the sole responsibility of the DAA to deal with this. It has to be linked in and there have to be appeals to the competent authority so I welcome this and the Minister's commitment to address it on Report Stage.

Select Committee on Transport, Tourism and Sport: Aircraft Noise (Dublin Airport) Regulation Bill 2018: Committee Stage (Resumed) (23 Jan 2019)

Brendan Ryan: This would be a very strong message to send to the DAA. Obviously, there is the court option as well but this would be a strong message that the DAA could not get away with breaching the limit on a particular night. To go after a breach for one or two nights would be quite difficult. If there was an automatic mechanism whereby penalties would be imposed for any kind of breach, it would...

Select Committee on Transport, Tourism and Sport: Aircraft Noise (Dublin Airport) Regulation Bill 2018: Committee Stage (Resumed) (23 Jan 2019)

Brendan Ryan: On what Deputy Daly said about Manchester Airport, if this is the benchmark for what airports do in respect of breaches, we should not be an outlier by doing something different.

Select Committee on Transport, Tourism and Sport: Aircraft Noise (Dublin Airport) Regulation Bill 2018: Committee Stage (Resumed) (23 Jan 2019)

Brendan Ryan: Is it not the case that where the enforcement notice on one side goes to the High Court, these people would be at the High Court to defend themselves anyway? Why are they given another shot at it?

Select Committee on Transport, Tourism and Sport: Aircraft Noise (Dublin Airport) Regulation Bill 2018: Committee Stage (Resumed) (23 Jan 2019)

Brendan Ryan: The Minister told us at our previous meeting, when we were seeking to add to the legislation, that he was restricted in terms of add-ons and was transposing the EU regulation into Irish law. This is not a requirement, as per the regulation. This is a brazen, two fingers to the residents who are trying to protect the conditions that are in place. We all accept that this legislation will be...

Saincheisteanna Tráthúla - Topical Issue Debate: Schools Building Projects (24 Jan 2019)

Brendan Ryan: I thank the Ceann Comhairle. I appreciate him choosing this Topical Issue. It is an important issue that I have raised in the House previously. I particularly thank the Minister for Education and Skills for taking time to come in himself to deal with the issue. The Minister is still relatively new to this brief and I wish him well in his challenging position. While the Minister is new to...

Saincheisteanna Tráthúla - Topical Issue Debate: Schools Building Projects (24 Jan 2019)

Brendan Ryan: I thank the Minister for his response. Much of the Minister's reply goes through the history of it, which is exactly what we heard the last time I raised it in March of last year. The site has been acquired. As I understand it, the conveyance matter should not take long. This is an issue of priority. From the time St. Michael's House was founded in 1955, it has helped to change...

Committee on Public Petitions: Decisions on Public Petitions Received (30 Jan 2019)

Brendan Ryan: The petition relates to people with a stamp 3 visa. The visa is issued to the spouses or partners of workers who have come to Ireland in response to a critical skills shortage and are effectively facilitating the growth of our economy and in many ways keeping the economy going. There is a very strong case for allowing those with a stamp 3 visa the right to work without having to go through...

Ratification of EU and NATO Status of Forces Agreements: Motion (5 Feb 2019)

Brendan Ryan: Our history of neutrality is a strong one and we, of course, hold it very dear. Our Defence Forces historically and currently have done us proud in making peace and keeping peace all over the world. Diplomatically, our stance of neutrality has informed our approach to nuclear disarmament, which has seen us act as a world leader in this area since the late 1950s. It was our resolutions that...

European Defence Agency Project: Referral to Select Committee (5 Feb 2019)

Brendan Ryan: The motion before us is to refer a motion to committee. I will certainly be supporting that proposal. I will not spend too long speaking on the motion. As I have said in other fora, if an issue has to be referred to committee for greater scrutiny we do not need an in-depth debate on it at the point of referral. We need consistency on these matters irrespective of the topic of the matter...

JobPath Programme: Motion [Private Members] (5 Feb 2019)

Brendan Ryan: The Labour Party will be supporting the Sinn Féin motion. The devastating crash caused disastrous economic mismanagement that saw unemployment peak in late 2011 at 15.9%, with hundreds of thousands of people losing their jobs, emigrating or being underemployed. The crisis of record high unemployment has largely been addressed but much work remains to help more people back into work...
