Martin Cullen: Local authorities are empowered under the Local Government (Financial Provisions) (No. 2) Act 1983 to charge for services provided by them. The decision to charge for any service, including the provision of certificates of rateable valuation, and the levels of any such charge are matters for decision by individual local authorities and I have no proposals to introduce legislation to change this.
