Questions on Promised Legislation (12 Apr 2017)

Shane Cassells: I raised this matter previously. Section 16 of the programme for Government dealing with local government reform promised a Government report by mid-2017 on measures to boost local government, leadership and accountability. What is the position with the completion of that report and the status of town councils? Following on from a report in The Irish Timesthis morning quoting the Minister,...

Questions on Promised Legislation (10 May 2017)

Shane Cassells: The programme for Government includes an entire section on the rights of local communities when energy pylons are to be imposed on them, yet the terms of reference for the independent review of the North-South interconnector published on Monday do not include any reference, as per the Fianna Fáil Party motion adopted by all sides, to the devaluation of property or land in counties Meath,...

Dublin Transport: Motion [Private Members] (10 May 2017)

Shane Cassells: I am delighted to have a chance to participate in this debate and support my colleague Deputy Lahart's motion. A special emphasis and focus on Dublin city has been lost in much of the debate here. In the past 20 years, a lot of good has been done in terms of investment in Dublin, including by the Government led by the former Taoiseach, Bertie Ahern. Deputy Broughan likes to be...

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriations Account (Resumed)
Vote 24 - Justice and Equality (Resumed)
Chapter 6 - Procurement and Management of Contracts for Direct Provision (Resumed)
(11 May 2017)

Shane Cassells: I will keep to direct provision. It is a very challenging issue, not just for the Department and agencies but in respect of attitudes in society. We need to have a debate on it because everybody expresses outrage when they see the body of a dead child but, when people look for the provision of services, the outcry is "not here". People are outraged by images on Facebook but when faced with...

Shane Cassells: They were happy times. I doubt if the experiences of people there today are as happy. The Department is faced with a difficult situation with the concept of the facility and the experiences of people within it. It has been the subject of much commentary nationally and locally, in the Drogheda Independent, the Meath Chronicle or LMFM. The centre looks well on a sunny day at the height of...

Shane Cassells: I am referring to the facility. The Comptroller and Auditor General referred to the procurement process. I am interested in how the Department sets the acceptable rates for entering into an agreement with a facility like Mosney.

Shane Cassells: I would not use the word "home". Mr. Banks is right about the front door. I know the place well.

Shane Cassells: My question is about the facilities that the people are getting and the price that is being paid. Is it a fair price in the view of Mr. Banks? The report from the Department states that - because this is some years later - cooking facilities are now being provided for residents in Mosney.
