- Forestry Sector: Motion [Private Members] (1 Oct 2019)
Andrew Doyle: I did not. I said "absorb".
- Forestry Sector: Motion [Private Members] (1 Oct 2019)
Andrew Doyle: Maybe they should have gone to Specsavers.
- Forestry Sector: Motion [Private Members] (1 Oct 2019)
Andrew Doyle: Well, I did not. Deputy McGrath knows my form. I would not say that.
- Forestry Sector: Motion [Private Members] (1 Oct 2019)
Andrew Doyle: I ask the Deputies to acknowledge I did not say "ignore".
- Forestry Sector: Motion [Private Members] (1 Oct 2019)
Andrew Doyle: I am sorry I did not make myself clearer. I would have thought the Deputies would understand my accent at this stage. As Minister of State at the Department of Agriculture, Food and the Marine with responsibility for forestry, I find these discussions very useful and informative. I also met the Joint Committee on Agriculture, Food and the Marine in July, which gave me an opportunity to...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Oct 2019)
Andrew Doyle: The Minister has written to the various organisations asking for their nominees. He will outline the details in respect of the independent chairman. I cannot answer the question on the two people against whom injunctions allegedly remain in place.
- Financial Resolutions 2019 - Financial Resolution No. 9: General (Resumed) (10 Oct 2019)
Andrew Doyle: Against the background of Brexit uncertainty, it was vital that the Government framed a prudent budget for 2020. I will focus on the key areas of my responsibility, namely forestry, horticulture, organics and the greyhound sector. The continued support for the development of forestry in Ireland is reinforced with an allocation of €103 million, including a capital carryover, for...
- Saincheisteanna Tráthúla - Topical Issue Debate: Community Development Projects (10 Oct 2019)
Andrew Doyle: I thank the Deputy for raising this important matter. The Minister of State, Deputy Catherine Byrne, was meant to deputise for the Minister for Rural and Community Development, but she has had to attend to a domestic matter. The Minister, Deputy Ring, is aware of the situation in Huntstown community centre and knows how important the centre is to the people of Huntstown. Community...
- Saincheisteanna Tráthúla - Topical Issue Debate: Community Development Projects (10 Oct 2019)
Andrew Doyle: I will ensure that the Deputy's very persuasive arguments are brought back to the attention of the Minister, in particular the availability of the dormant accounts fund. I am aware that the rural and urban regeneration funds and community enhancement programme are possible sources of funding. The Minister asked his officials to keep him appraised of the situation, following the...
- An tOrd Gnó - Order of Business (15 Oct 2019)
Andrew Doyle: This issue tends to arise annually. The date was previously extended when there were exceptional conditions. It remains the case that if a slurry tank is filled, the farmer may seek leave to empty it, and it will be decided on case by case. However, the Deputies indicated that farmers would not spread slurry today or tomorrow because the ground is saturated.
- An tOrd Gnó - Order of Business (15 Oct 2019)
Andrew Doyle: There is and always has been a helpline. Applications may be made on a case-by-case basis. The situation is kept under constant review. With regard to Deputy Collins's point on the two-crop and three-crop rules, they are part of the Common Agricultural Policy greening rules. I am unsure whether derogations can be obtained, but those affected should give that consideration.
- Ceisteanna Eile - Other Questions: Forestry Sector (15 Oct 2019)
Andrew Doyle: Forests play an important role in climate change mitigation by removing greenhouse gases from the atmosphere. This process is known as sequestration. The ability of forests to sequester carbon dioxide from the atmosphere depends on a range of site parameters, including the species of the trees, the age of the forest and the type of soil. The national forest inventory, which is compiled by...
- Ceisteanna Eile - Other Questions: Forestry Sector (15 Oct 2019)
Andrew Doyle: There are various debates on the best species of tree to grow in order to sequester carbon. The more appropriate approach is to have the right tree in the right place being properly managed, taking into account all aspects. There are 12 different grant and premium categories under the afforestation programme. These range from basic conifer, which will include 15% broadleaves, right through...
- Topical Issue Debate: Beef Industry (17 Oct 2019)
Andrew Doyle: As the Deputies will be aware, the inaugural meeting of beef task force scheduled for Monday, 14 October had to be suspended following events outside Agriculture House. Members of the task force were prevented from attending the meeting and were subject to physical violence and intimidation. Members of staff of my Department were also subjected to abusive and threatening behaviour. While I...
- Topical Issue Debate: Beef Industry (17 Oct 2019)
Andrew Doyle: On the final point made by Deputy Fitzmaurice, the chairman has shown leadership. He and officials from the Department passed through the group outside Agriculture House to meet other farm organisations that had declined the offer to meet him in the Department. He will continue his engagement of bilateral discussions with each stakeholder. I cannot indicate a date at this point. I wish...
- An tOrd Gnó (Atógáil) - Order of Business (Resumed) (22 Oct 2019)
Andrew Doyle: The Deputy is right that the forum was scheduled to meet last Monday. I understand the chairperson of the beef task force has been engaged in bilateral talks with each party to try to get movement. That is in the interests of everybody, as the Deputy said. The weather has deteriorated and stocks are building. There is a knock-on effect in the marts, with store cattle not having the same...
- Saincheisteanna Tráthúla (Atógáil) - Topical Issue Debate (Resumed): Garda Resources (24 Oct 2019)
Andrew Doyle: I am making this statement on behalf of the Minister for Justice and Equality, who would like to thank the Deputy for raising this matter. In accordance with the Garda Síochána Act 2005, as amended, the Commissioner is responsible for managing and controlling the administration and business of An Garda Síochána. The allocation of Garda resources is also a matter for the...
- Saincheisteanna Tráthúla (Atógáil) - Topical Issue Debate (Resumed): Garda Resources (24 Oct 2019)
Andrew Doyle: I will take home the message about the Garda overtime ban. As I said, it is a matter for the Commissioner and his team in the first instance but the Deputy has touched on a valid point about the co-ordination that is needed between the various different services, the local authority, the emergency crews and everyone else to prevent and mitigate against any possible outcomes. On Garda...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (6 Nov 2019)
Andrew Doyle: I thank the Deputy for raising the issue. Remote sensing is not random as I understand. I think he suggested that it was.
