- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: I appreciate that. Both the Minister and I cycle, and more and more often I see people run red lights. It is not just orange lights but red ones too, where the lights for the other traffic have turned green and they still come through. Clearly, that is a problem if they hit a car. It will be a bigger problem if they hit a cyclist. Are there any proposals for cameras to monitor this?...
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)

- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: I fully accept the Chairman's point, but I am just saying that while none of us could support a cyclist or pedestrian doing something wrong, if a car does it, the outcome will be much more dangerous and impactful. Are there proposals to tackle the issue of people running red lights, such as by using telemetry cameras and so on?
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: I accept what the Minister is saying. Dare I say it, it is the kind of response at which people kind of throw their hands in the air. I sat on a local authority where, in the context of littering, people were talking about naming and shaming. People react to such measures. In the same way that Revenue publishes a list of tax defaulters, which is a deterrent for people to default on their...
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: Much of what I had intended to ask about e-scooters has been covered. I accept the point that rental schemes for scooters, no more than car rental schemes, are not legislated for in road legislation, but there is an issue with scooter management. Thousands of scooters have appeared on footpaths. Will there be any legislation or is it up to the local authority to do that on its own through...

Gerry Horkan: Okay.
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: It is more than I was hoping for.
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: Regarding BusConnects, there has been significant hoo-ha and scaremongering. Those of us who remember the Donnybrook area before the quality bus corridor was implemented in 1999 would never do anything other than leave it as it is. We certainly would not go back to the way it was before it was introduced. What does this legislation do to provide for BusConnects?
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Gerry Horkan: I thank the Minister and Chairman. This is good legislation and I welcome it, especially with regard to e-scramblers, e-bikes and e-scooters. Active travel must be promoted at all opportunities. I thank the Minister.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: As somebody who is based in Dublin but who has three west of Ireland grandparents, I wish Shannon Chamber and Ms Fitzgerald Kane the very best in everything they are doing. My local publican, Mr. Charlie Chawke, is from Adare. I know Adare very well and I believe the region has so much to offer. I have always admired Shannon as the birthplace of things like duty-free and Irish coffee....
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: In terms of the airlines that are there, obviously we have had discussions about Aer Lingus. How much of the business was Ryanair's in 2019 in terms of the total passengers carried? Has Mr. Thompstone had negotiations with Ryanair on what it might be able to do if these systems were put in place?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: What is the building or carrying capacity of Shannon Airport? I know it is at approximately just under 2 million for the past ten years or so. What is the actual total capacity? What could Shannon Airport comfortably handle going through it in a year? Is it 10 million or 15 million? What is it?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: There is, therefore, plenty of spare capacity there if Shannon can handle it. That is a message our committee should take. Rather than having to build loads of extra terminals for capacity in Dublin if we get back to pre-pandemic levels, which I accept will not be today or tomorrow, we should try to make sure that Shannon Airport and the regions outside Dublin, which is a region in itself,...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: It is a win-win.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: A final question. Has Mr. Thompstone spoken to representatives from Ryanair about this scheme?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Issues facing the Aviation Industry: Discussion (Resumed) (23 Jun 2021)
Gerry Horkan: Shannon is a valuable asset and we need to work it as hard as we can for everybody's benefit and for the country's benefit as a whole. I thank the Chairman for letting me contribute. I thank the witnesses for everything they are doing. I wish them all the best with it.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Gerry Horkan: Many of the questions I intended to pose have already been asked. I remember being the chair of the Southern and Eastern Regional Assembly in 2014, which covered Clare to Fingal. At that time, Alex White was the Minister. We once had a room of 53 councillors where it was so obvious and palpable that half of the councillors had nothing to say about broadband and the other half were...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Gerry Horkan: Is the State going to spend a fortune on technology that will be out of date by the time people get it? Will the technology being offered by the witnesses improve so rapidly it will be as good as what we say is the gold standard or, as the Chair said, the PCR test in terms of fibre. Will fibre be needed in five years' time? We used to think digital subscriber lines or copper were amazingly...
