- Beef Sector: Statements (17 Sep 2019)
Brian Stanley: What has been discussed here in the past couple of hours reflects the position and the difficulties in the industry. We are all united in the view that the industry needs to be saved. It needs to be improved. We need to build trust and we need to try to make it sustainable for everyone. If it is not sustainable for the primary producer, as the Minister and the Minister of State will be...

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)
Brian Stanley: The provision in the code that requires a veterinary practitioner to ensure arrangements are made for a 24 hour on-call service is not binding on an unregistered body or corporate body. This is a big issue. We have been contacted by veterinary practitioners who are very concerned about the changes. The issue of 24-hour cover is a key issue for the farming community.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)
Brian Stanley: If a practice with three, four or five vets is taken over by a corporate body, an employer-employee relationship is created but the employer is not a professionally qualified person. The employer may make decisions that are not in the interest of the veterinary profession or, indeed, of animal health. These decisions may concern drugs, medicines or other veterinary practices. There are...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)
Brian Stanley: A lot of people would disagree with Ms Muldoon about that. There is no pressure from competition law to change the code of practice and there have been no rulings from the European Court of Justice in respect of other jurisdictions to compel them to allow corporate interests to take over practices. Does Ms Muldoon agree with my interpretation?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)
Brian Stanley: Ireland is part of the European Union and previous judgments from other jurisdictions are clear that there is no onus on anybody to change the code of practice to allow for the corporatisation of veterinary practices. Was it not put to the Competition Authority that the supreme body was the European Court of Justice and not the Irish authority or that of any particular member state? The...
- Saincheisteanna Tráthúla - Topical Issue Debate: School Staff (25 Sep 2019)
Brian Stanley: I am raising the very important issue of the position of school secretaries. Last Friday, we had the unprecedented situation of school secretaries going on strike. They had a one-hour strike that morning and went on a work to rule. They do a very important job and are the first port of call for parents. They do the administrative work for the schools. They are central to the efficient...
- Saincheisteanna Tráthúla - Topical Issue Debate: School Staff (25 Sep 2019)
Brian Stanley: I thank the Minister of State for his reply. I am aware of the increase of 10% that was awarded, but I question whether the majority caught in this situation as direct employees of boards of management have received it. I came across one secretary who was working in three separate schools, something she does not mind doing, but she should be on the same rates of pay. Secretaries in...

Brian Stanley: Could the answers be kept brief? We only have a limited time.
- Joint Oireachtas Committee on Climate Action: Carbon Tax: Discussion (25 Sep 2019)
Brian Stanley: I hope that the Chair will give me a little latitude, given that this is an important meeting. Some €5.17 billion was collected last year in energy, pollution, resource and transport taxes, yet carbon emissions did not decrease. Approximately €435 million of that amount came directly from carbon taxes. In the ten years that we have had carbon taxes, our emissions have not...

Brian Stanley: They will decrease if we increase this tax even though they have not to date. Even when the economy was not growing during the ten years of the carbon tax, we did not reduce emissions.

- Joint Oireachtas Committee on Climate Action: Carbon Tax: Discussion (25 Sep 2019)
Brian Stanley: Turning to the Department of Communications, Climate Action and Environment, there are 497,101 private rented homes in the State. Some of those households are paying up to 60% of their incomes in rent and household costs, which we know from research that was helpfully provided by some of the other witnesses and the bodies that they represent and that are doing useful work. Will the...
