Joint Oireachtas Committee on Justice, Defence and Equality: Heads of the Gambling Control Bill 2013: Discussion (9 Oct 2013)

David Stanton: I thank all of the delegates for their input and patience. Some of the delegates from last week are in the Visitors Gallery today. If there is anything that strikes any of the delegates between now and the middle of next month which he or she would like to bring to our attention, I would welcome correspondence to that effect. The interaction with members was very useful, which is why we...

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: I ask everybody to ensure their mobile telephones are switched off completely. Silent mode is not enough as it interferes with the sound system. The purpose of this meeting is to receive a further briefing concerning two EU proposals and to allow the committee to consider any implications these may have for Ireland. These proposals are COM (2013) 534, proposal for a Council regulation on...

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: I know there are certain things on which one can and cannot comment. The Deputy's main focus is how it would work. I should say to Deputy Mac Lochlainn that the subsidiary issue is an issue for us and for us to comment on.

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: We would never have guessed. Does Mr. Munro wish to respond?

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: The Commission has given as one of its reasons for bringing this in is that EU fraud is not a priority at national level and is not prosecuted satisfactorily by member states, including OLAF referred cases. The conviction rates have been uneven across members states and ranges from 20% to 90%, but Mr Munro states it is almost 100% in Ireland.

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: The House of Commons makes a very interesting point in this regard. It notes the following: "In the explanatory memorandum, the Commission's subsidiarity analysis does not consider whether the stated objectives are necessary, only that they can better be achieved at EU level." The issue, therefore, is whether the proposal is necessary and if the stated objectives will be better achieved by...

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: What does it mean for Ireland if this goes ahead? What would we be required to do?

Joint Oireachtas Committee on Justice, Defence and Equality: Scrutiny of EU Legislative Proposals: Discussion with Department of Justice and Equality (16 Oct 2013)

David Stanton: I thank the witnesses for appearing before the committee and for their briefing on the two issues concerned in the context of the committee's work in the area of European scrutiny. It is good to drill down into the detail of what is proposed and so on.

Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (24 Oct 2013)

David Stanton: I thank Deputy Dowds for allowing me to share time with him. I welcome the two Fianna Fáil Deputies in the Chamber, which is good to see. They had abandoned the Chamber for most of the evening but they are now back. I might suggest to them that when they speak about budgets and social welfare they could start off by apologising to the people of Ireland for the mess they left the...

Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (24 Oct 2013)

David Stanton: If they said something positive they would get upset and choke. Since they began to speak here this evening it has been negative.

Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (24 Oct 2013)

David Stanton: I have listened to the debate all evening, but I have not heard one positive or constructive suggestion from Sinn Féin. I invite that party to come forward with just one suggestion and we might be pleased, but I have not heard any.

Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (24 Oct 2013)

David Stanton: We talk about fairness and progressiveness, but the income tax system is extremely fair. Some 19% of tax is paid by the top 1% of earners, while 41% is paid by the top 5% of earners. Some 77% of tax is paid by the top 23% of earners, while 14% of workers do not pay any tax at all. That is impressive and progressive. The Minister for Social Protection is doing a very good job. The...
