Dara Calleary: The intention is not to create an extra layer of bureaucracy but to provide a final arena for assessment in which all of the checks the Minister of State has outlined could be considered by an independent person to ensure they were all covered. The consequences for the status of someone who loses a permit are significant.

Dara Calleary: If someone’s application is turned down, there could be a final court. I could include a time limit if the Minister of State wished and resubmit the amendment on Report Stage. The process takes such a long time and the consequences of losing an existing permit are so severe that this would cover all of the angles.
